About this file
This document is a Request for Proposal (RFP) issued by TerraPower for a Californium-252 (Cf-252) Primary Neutron Source procurement (RFP-2025-8555). TerraPower is seeking a supplier to provide up to 4.9 mg of Cf-252, with a target delivery date of March 2030, in support of the Natrium Project. The RFP requires comprehensive proposals submitted through Bonfire/Euna platform, divided into four volumes: Management & Operations, Technical, Quality, and Business & Contract. Proposals will be evaluated using a best-value trade-off source selection method, with weighted scoring across general responsiveness, management capabilities, technical approach, quality program, and business/contract terms.
The contract is structured as a firm-fixed price proposal, with pricing to be quoted in US dollars per milligram of Cf-252. Suppliers must provide detailed information including organizational capabilities, technical approach, quality standards, and complete financial documentation. For government-related procurements valued at $250,000 or more, suppliers must submit financial statements, and high-risk suppliers may require a parent guarantee. The evaluation will consider factors such as design solution, team capability, project support commitment, and compliance with specified requirements. Proposals must remain valid for 180 days and include comprehensive details about facilities, equipment, technical experience, and potential export credit agency support.
