About this file

This document contains Special Provisions for the Madison County Transit (MCT) Trail Crossing Safety Improvements project, located in Madison and St. Clair County, Illinois. The project involves installing new pedestrian crossing beacon assemblies, posts, foundations, advanced signage, and pavement markings at various existing trail locations. The work will be performed according to the Standard Specifications for Road and Bridge Construction adopted January 1, 2022, with bids being issued on October 7, 2025, under project number 26-1-25200.

The project details three types of safety improvement assemblies: Type A (solar-powered flashing LED STOP sign), Type B (solar-powered flashing LED STOP sign with rectangular rapid flashing beacon), and Type C (flashing LED STOP signs with rectangular rapid flashing beacon and advance flashing LED Bike/Ped warning signs). Each assembly includes specific technical requirements for components such as solar panels, batteries, controllers, signs, and detection systems. The specifications outline detailed technical requirements for durability, visibility, and operational performance, including minimum warranties of 3 years for batteries, 2 years for systems, and 5 years for solar panels. The contractor will be responsible for all installations, including foundation work, signage, and restoration of disturbed areas, with payment to be made on a per-assembly and per-item basis.
