About this file
This document is an Addendum #1 for RFP 2025-306 for the Johnson County Employee Assistance Program (EAP), issued by Lance Anderson, Purchasing Agent, and Kristi Shaw, Deputy Purchasing Agent. The RFP seeks proposals for an Employee Assistance Program with a current submission deadline of October 1, 2025 at 2:00 p.m. The county is open to considering alternative session models beyond the current 5-session model, with potential interest in a 6 or 12-session configuration that includes coaching and therapy sessions. The RFP involves services for the county's employees, including 55 employees under Department of Transportation (DOT) regulations, and requires providers to potentially include DOT Substance Abuse Professional (SAP) services and trainings.
The current EAP is provided by ComPsych under the Blue Cross Blue Shield Texas Medical ASO plan, with a per employee per month (PEPM) rate of $1.90 that has been in place since January 1, 2025. Notably, there have been no SAP evaluations or DOT-related training sessions in the past two years, and the county currently has no performance guarantees in place. The county is evaluating all EAP RFP submissions to select the most beneficial option for the county and its employees, with an emphasis on training inclusion and comprehensive service offerings. The RFP indicates no requirement for bid bonds or performance bonds, and the county is seeking a provider that can offer flexible and responsive EAP services.
