About this file

This is a Questions and Answers document for a federal contract opportunity involving security system maintenance, repair, and installation services at two USDA locations: the US National Arboretum in Washington, DC, and the Beltsville Agricultural Research Center in Maryland.

The scope of work encompasses four primary categories: preventive maintenance (PM) of access control systems and intrusion detection systems at the National Arboretum; maintenance and repair of security components at both locations per OEM specifications; installation of new access control equipment at the National Arboretum; and a camera assessment to determine costs for converting approximately 100 legacy camera heads to Internet Protocol (IP) units with five new cameras for installation. Key repair tasks include replacement of fail-safe panic bar hardware at the Administration Building loading dock (due within 30 calendar days of award), replacement of defective magnetic contacts and glass break sensors at Beltsville Building 004, repair of malfunctioning magnetic locks at multiple Beltsville buildings, and troubleshooting of the AI Phone System at Building 307. Building 229 at Beltsville is designated as the #1 priority and must be completed within 30 calendar days of award. The contractor will configure all new devices in the existing LenelS2 OnGuard 8.2 access control system. A written quote for full camera conversion costs must be provided within 90 days of contract award. The document also provides specific equipment quantities requiring replacement, including Altronix power supply components (AL400UKXB, AL600ULXB, MOM5_S, PD8UL, and PD4A units) at multiple locations, and confirms that cable runs are within 300 feet and spare capacity exists on existing panels where required.

QUESTIONS FOR RESPONSE

4.1. Preventive Maintenance (PM) at the US National Arboretum.

4.1.2. As a minimum, an inspection of access control systems and intrusion detection systems shall be performed to ensure the continued uninterruptable function of components and systems: perform the above tasks on the following equipment: Intelligent System Controller (ISC), input, and output boards; tamper switches; card readers; keypad readers; magnetic sensors; contacts; electric strikes; magnetic locks; requests for exit;

emergency exit release buttons; AI Phones and door stations; duress button; glass breaks;

command keypads; and power supply panels.

Question #1. Can USDA please provide a reader & device report from Lenel(i.e. readers, glassbreaks, motions, duress buttons) that has the number of these devices at this location. This will be used to determine the estimated number of hours to complete the requested PM task.

Response: Attached is the requested reader report. Unfortunately, the location recently upgraded to LNL 8.2. and input/output reports are unavailable at this time.

4.1.3. The technician shall verify that Access Control Systems (ACS) on all exterior doors are configured in Fail-Secure and internal doors in Fail-Safe. Please refer to question #1(# of reader doors)

Response: Attached is the requested information.

4.1.4. Clean surfaces to remove dust, dirt, debris, and insect infestations. N/A

4.1.5. Label all wiring within panels to identify what the wiring is connected to, i.e., door and sensor. A Label maker shall be used. Please refer to question #1

Response: Attached is the requested information.

4.2. Maintenance and Repair. The vendor shall perform maintenance and repair in accordance with OEM specifications at the following locations:

4.2.1. US National Arboretum.

4.2.1.1. Administration Building – replace the fail-safe hardware panic bars at the loading dock door with fail-secure hardware. Configure to remain securely locked on the exterior side during a power outage but always allow free, immediate egress from the inside.

Replacement of the hardware shall be completed within 30 calendar days following award of the contract.

Question #2: Can USDA provide the part number of the existing panic hardware? In addition can USDA provide the length/measurement of the existing electronic electronic panic bar hardware with electric rod retraction? This was not able to be collected during the site visit.

Response: Please see the attached photographs. The entry is a double door configuration and made of typical commercial materials. Namely galvanized steel or aluminum and composite materials. The width total width is 91 cm and , while each door is 209 cm in height. The fire rating is unknown as the label is missing. The manufacturer of the current panic hardware is unknown.

4.2.1.2. Replace all AL400UKXB, AL600ULXB, MOM5_S, PD8UL, and PD4A components in the Administration Building, Headhouse, Greenhouse, Bonsai Museum (includes Special Collections). N/A Information was obtained during site visit.

4.2.2. Beltsville Agricultural Research Center.

4.2.2.1. Building 004 – replace a defective magnetic contact at a stairway emergency exit.

The defective part causes a constant active point which prevents security’s ability to arm the building’s Intrusion Detection System (IDS). N/A

4.2.2.2. Building 004 – replace a malfunctioning glass break sensor in Room 15. The defective part causes a constant active point which prevents security’s ability to arm the building’s IDS. N/A

4.2.2.3. Building 014 – replace the HES 1006C on the main entry door. The electric lock no longer functions. N/A

4.2.2.4. Building 052 – troubleshoot why an emergency exit door magnetic lock does not release preventing egress out the building. Secondly, remount a magnetic lock on the main entry door. The lock is hanging from the door preventing proper seating and locking of the door. N/A

4.2.2.5. Building 229 – troubleshoot two (2) emergency exit doors. The magnetic locks have not consistently locked. These locks have not consistently released which prevented emergency egress from the building or have not consistently locked to prevent access.

Secondly, troubleshoot the cause why two (2) animal room doors with magnetic locks are not locking. Further, replace all AL400UKXB, AL600ULXB, MOM5_S, PD8UL, and PD4A components as frequently power outages have caused these components to irregularly work. The tasks at Building 229 is the #1 priority for maintenance and repair and shall be completed within 30 calendar days following award of the contract. N/A

4.2.2.6. Building 307 – Troubleshoot to determine why the AI Phone System is currently not releasing doors. N/A

4.2.2.7. Building 307, Room 109: reinstall the magnetic lock and armature plate.

Troubleshoot cause why the lock would not release to open the door N/A

4.2.2.8. Building 1040 – trouble shoot the cause of constant line errors to the rear entry door. N/A

4.3. Installations at the US National Arboretum.

4.3.1. Administration Building - install and configure a duress button at the USNA Visitor’s Desk. Question #3 Can USDA Provide image of this location. This was not identified during the site visit.

Response: An image is not available. The Visitor’s Desk is located in the Administration Building where visitors can obtain information about the campus, as well as use the restroom. The location is where the site visit concluded.

4.3.2. Bonsai Museum – install two (2) card readers, two (2) requests for exit, and two (2) locking devices on one (1) exterior double door and one (1) exterior single-entry door. These doors currently have a door contact. Integrate all equipment into PACS. N/A

4.4. Camera Assessment at the US National Arboretum.

Question #4: Although is request will be a post reward task, can USDA provide a count of the number of cameras that will be requested to be converted in this assessment & will any of these locations require a lift to be accessed? This information will be needed to determine the amount of time committed in this response to complete the formal assessment survey that will be part of this response for the items below.

Response: Approximately 100 cameras will be converted to IP units and approximately five

(5) new cameras for installation.

4.4.1. Perform an assessment to existing camera heads and conduit. The assessment’s intent is to determine costs in replacing legacy camera heads and support cabling with Internet Protocol (IP) cameras and cabling.

4.4.2. The IP cameras will connect to existing Milestone Systems XProtect® video management software via the USDA network.

4.4.3. Provide a written quote of full costs to the Government within 90 days of contract award. The quote will be used for an Information Technology Acquisition Approval Request.
