About this file
This is a Questions and Answers (Q&A) document for Amendment 0001 to a federal contract opportunity for Electronic Security Systems at The Beltsville Agricultural Research Center in Beltsville, Maryland.
The solicitation (RFQ 1174459) addresses preventative maintenance and new installations of electronic security systems at two locations: the US National Arboretum in Washington, D.C., and the Beltsville Agricultural Research Center in Maryland. The scope includes preventive maintenance at both facilities under PWS section 4.1 and new installations at the Arboretum under PWS section 4.3. The government removed the requirement for separate line items for parts ($15,000) and services labor ($35,000) previously mentioned in the RFQ, instead allowing change orders to be negotiated for in-scope work items not covered by the base contract. Applicable wage determinations have been provided for both Maryland (General Decision MD20260121) and Washington, D.C., with contractors responsible for determining appropriate Davis-Bacon labor classifications. Payment protection requirements are contingent on proposed price: quotes over $150,000 require performance and payment bonds (100% of contract value) and a bid bond (20% of proposed price) submitted within 10 days of award; quotes between $35,001 and $150,000 may utilize alternative payment protections with no bonds required; quotes at or below $35,000 require no payment protection. The Quality Assurance Surveillance Plan (QASP) is provided as Attachment 3 to this amendment. The emergency power transfer switch requirement previously referenced in the Statement of Requirement has been removed, and the actual scope is defined in Attachment 1 of the solicitation.

6. (RFQ page 6; FAR 52.228-13 and 52.228-15) Both FAR 52.228-13, Alternative Payment Protections, and FAR 52.228-15, Performance and Payment Bonds — Construction, are shown as applicable. A: The applicable payment protection depends on the OƯeror’s proposed price.
For quotes over $150,000, performance and payment bonds under FAR 52.228-15 are required, and because these bonds apply, a bid bond is also required.
