About this file

This document is a Service Contract Act (SCA) Wage Determination for federal service contracts in South Dakota counties Custer, Meade, and Pennington (WD #2015-5367, Revision 31, effective May 13, 2026).

The wage determination establishes mandatory minimum wages and fringe benefits for all service contract employees in the specified geographic area. All listed occupations receive a base health and welfare benefit of $5.55 per hour (up to 40 hours weekly, or $222.00 weekly/$962.00 monthly), with an alternative rate of $5.09 per hour for employees under Executive Order 13706 (paid sick leave provision). Vacation accrual begins at two weeks after one year of service, increasing to three weeks after ten years and four weeks after fifteen years, with length of service including continuous employment across contract successors at the same federal facility. Employees receive a minimum of eleven paid holidays annually. Computer employees and certain IT professionals may be exempt from wage determination requirements if they meet specific compensation thresholds ($27.63 per hour or $684 weekly minimum). Air traffic controllers and weather observers receive night pay differential (10% for night hours) and Sunday premium pay (25% differential). An 8 percent hazardous duty differential applies to positions involving ordnance, explosives, and incendiary materials work; a 4 percent differential applies to lower-hazard explosive-adjacent work. The determination covers over 300 occupation codes spanning administrative, automotive, food service, health, IT, instructional, maintenance, materials handling, protective services, recreation, technical, transportation, and miscellaneous occupations. Contractors must furnish uniforms without employee cost or reimburse uniform maintenance at $3.35 weekly. For unlisted occupations, contractors must submit conformance requests (Form SF-1444) within 30 days of performance, with the Department of Labor determining appropriate classification and wage rates retroactively to work commencement.
