About this file

This is a Measurement and Payment specification document prepared by the City of St. George for the 250 West Street Reconstruction project, which extends from Blackridge Drive to Tech Ridge Parkway. The specification establishes the technical standards and procedures for measuring completed work and processing contractor payments throughout the project duration. The document outlines detailed requirements for various construction activities, including earthwork, base course preparation, asphalt paving, and related improvements, with specific protocols for inspecting and documenting work completion before payment authorization.

The measurement and payment procedures detailed in this specification ensure that contractors receive compensation only for work that meets City of St. George standards and has been properly inspected and documented. Payment terms are structured to align with project milestones and verified completion of specific construction phases. The City requires submission of a bid bond equal to 5% of the total bid amount from a surety company licensed in Utah, along with 100% payment and performance bonds upon contract award. All bidders must comply with the measurement standards and documentation requirements outlined in this specification to ensure project quality and facilitate timely payment processing.
