About this file
Summary
This is an Invitation for Bids (IFB) issued by the Salt Lake City School District (SLCSD) Purchasing Department for rooftop solar inverters, optimizers/rapid shutdown systems, and data acquisition systems to support Phase 4 of the district's phased sustainability initiative. The SLCSD Board of Education adopted a sustainability resolution in June 2020 requiring the district to achieve carbon neutrality by 2040, with Phase 1 completed in 2023, Phase 2 completed in 2025, Phase 3 completing in 2026, and this solicitation supporting Phase 4 projects. The IFB requests a combination of equipment including one 40kW three-phase inverter at 480V, four 100kW three-phase inverters at 480V, three 120kW three-phase inverters at 480V, 21 domestic synergy units, 1,738 optimizers at 715W/80V, and associated data acquisition system components including three SolarEdge ONE Managers with associated sensors and current transformer kits. The Questions and Answers period closes September 14, 2026 at 8:00 AM Mountain Time, with answers posted September 16, 2026 at 2:00 PM MT. Bids are due September 23, 2026 at 2:00 PM MT. The anticipated Notice of Award is October 2026, with project commencement expected in Q2 2027. The SLCSD reserves the right to award a purchase order to a single vendor or to multiple vendors on a line-item basis based on the district's best interests.
All equipment must be Federal Employer Opportunity Contract (FEOC) compliant and of domestic content where specified. The vendor is responsible for freight and storage costs until project commencement. Approved equal alternatives to the specified makes and models are permitted if they meet specified technical requirements, including minimum power outputs, string length parameters, module-level monitoring capabilities, individual MPPT tracking for each module, integrated rapid shutdown functionality, and compatibility with high-power modules of at least 650Wdc STC. Bids must be submitted electronically through Bonfire, the SLCSD's procurement platform, and will not be accepted after the closing deadline. All bidders must accept the SLCSD Standard Terms and Conditions for Goods without modification; bids containing exceptions or additions to these terms may be rejected as non-responsive. Optimizer quantities may vary by plus or minus 3 percent at the time of final order placement.
