About this file

The document establishes the County's authority to assess liquidated damages against contractors who fail to meet the Final Completion deadline specified in the Invitation to Bid. Contractors must submit a detailed work schedule at or before the Pre-Construction Conference that aligns with the contract time and includes tentative performance dates. The Notice to Proceed will not be issued until all required documents are received and approved by the County. Successful bidders must commence work within fifteen calendar days of the Notice to Proceed issuance, with failure to meet this timeline potentially resulting in bid rejection. Project closeout requires completion of all work, correction of punch list items, As-Built Survey submission, final inspection and acceptance, Reflectivity Reports submission, Notice of NOI Termination submission, and Final Invoice submission on or before the Final Completion date.

Liquidated damages will be assessed at the rate specified in Section 8-10.2 of the FDOT Standard Specifications for Road and Bridge Construction FY 2024-2025. No work is permitted on weekends, holidays, or outside established workday hours unless the County provides written approval at least forty-eight hours in advance. The contract time is expressed in calendar days and includes County-observed holidays. Acceptance of these liquidated damages terms is mandatory for bid responsiveness and completion; failure to acknowledge and return this signed document with the bid submittal will render the submission non-responsive.
