About this file

This is a Charlotte Cooperative Purchasing Alliance (CCPA) Plan Certification document for RFP 269-2026-173 establishing a cooperative contract for Police Pursuit Vehicles between the City of Charlotte and selected vendors. The CCPA enables approximately 450 registered Participating Public Agencies across 22 states (Alabama, Arizona, California, Connecticut, District of Columbia, Florida, Georgia, Illinois, Maryland, Massachusetts, Michigan, Missouri, New York, North Carolina, Ohio, South Carolina, Tennessee, Texas, Virginia, Washington, West Virginia, and Wisconsin) to purchase vehicles competitively solicited and awarded by the City of Charlotte without requiring individual procurement processes. The City of Charlotte and Charlotte-Mecklenburg Police Department seek qualified vendors to provide both marked and unmarked police pursuit vehicles as identified in the City's capital equipment list. Vendors must demonstrate capability to serve Participating Public Agencies within and outside North Carolina and describe any limitations or requirements for out-of-state orders.

Qualified vendors must possess experience handling large order volumes for automotive fleet procurement and provide prior contracts or cooperative agreements involving law-enforcement or fleet vehicles. Vendors shall describe procedures for coordinating delivery, inspection, acceptance, and documentation with participating agencies, as well as procedures for handling damaged or delayed deliveries with defined resolution timelines. Vendors must submit detailed 30-60-90 day implementation plans addressing contract launch, adoption strategies, training, communication methods, and performance tracking. The company must agree to report all spend by Participating Public Agencies for auditing purposes and attend quarterly review meetings with the City. Vendors must confirm their ability to pay applicable incentives or rebates within thirty days of invoice date and authorize the City to use company logos on the CCPA website for marketing purposes.

The purpose of the CCPA is to allow other public agencies regionally and nationwide to use contracts competitively solicited and awarded by the City of Charlotte (herein “City”). Companies should consider the potential volumes when responding to this ITB participation by other entities is strictly voluntary and no volumes are guaranteed. Participating Public Agencies will be required to register to purchase products or services through the CCPA.

More information about the Charlotte Cooperative Purchasing Alliance (CCPA) can be found on the CCPA website at: https://charlottealliances.org.

Companies shall include in detail how they will serve all Participating Public Agencies as it relates to the CCPA.
