About this file
This is a required bidding document from the City of Lewisville Purchasing Division addressing state reciprocal contracting requirements and non-collusion certification for an annual contract for portable toilet services with the Parks & Recreation Department. The contract term is twelve (12) months with an option to extend for up to three (3) additional twelve-month periods, subject to mutual agreement between the supplier and the City. All goods and services must comply with the Americans with Disabilities Act and its related regulations. Award will be determined in accordance with Local Government Code Chapter 252.
The document requires bidders to disclose their principal place of business and, if located outside Texas, to identify their home state and whether that state provides preferential pricing to resident bidders. The City of Lewisville, as a governmental agency of the State of Texas, may not award the contract to a non-resident bidder unless the non-resident's bid is lower than the lowest Texas resident bid by the same margin that Texas bidders would need to underbid non-residents in the non-resident's home state, as required by Texas Government Code Section 2252.002. All bidders must execute a non-collusion affidavit certifying that the bid was prepared independently without communication of pricing, terms, or conditions to other bidders prior to the official bid opening. Bidders must provide vendor information, contact details, and authorized signatures from both the bidder and a company official.
