About this file
This is a cover agreement document for the FrontRunner 2X Section 1 project, involving the Utah Department of Transportation (UDOT) and the Utah Transit Authority (UTA). The solicitation seeks proposals from qualified commuter rail vehicle manufacturers to design, manufacture, test, furnish, deliver, and performance test diesel multiple units (DMUs). The base contract requires 10 DMUs, with options available for up to 40 additional DMUs. This Request for Proposals (RFP) is issued in lieu of a previously released solicitation (UDOT250192MP) and anticipates a single contract award to the responsive and responsible vendor achieving the highest combined technical and cost score, as determined through evaluation criteria established in the solicitation documents and aligned with the Utah Procurement Code and Administrative Rules. All questions and comments from potential bidders must be submitted through the online bidding system.
The agreement establishes the framework for vehicle acquisition under the FrontRunner 2X project, with evaluation based on combined technical and cost scoring methodology. The specific pricing terms, payment schedules, set-aside provisions, funding sources, and other financial requirements are referenced within the broader RFP documentation. The contract structure allows for both a firm base order of 10 DMUs and optional quantities up to 40 additional units, providing flexibility in procurement based on project needs and available funding from UDOT and UTA.
