Electronic bids were due June 17, 2026, at 2:00 p.m. Mountain Time through the Utah Public Procurement Place. A non-mandatory pre-bid meeting was scheduled for June 3, 2026, at 10:00 a.m. at West Jordan Public Works headquarters. Liquidated damages are assessed daily based on contract value, ranging from $560 per day for contracts up to $100,000 to $2,430 per day for contracts between $5,000,000 and $10,000,000. The City reserves the right to reject any or all bids and award the contract to the lowest responsive, responsible bidder. The contract includes retainage provisions of five percent from monthly progress payments and requires contractors to comply with prevailing wage rates as determined by the State of Utah. Contractors must obtain all required permits, including UTA and UDOT permits, with specific contact information provided for permit inquiries. The contract documents specify that contractors must examine the site, verify field conditions, and reconcile observations with contract documents before submitting bids. General contractor supervision, quality control, mobilization and demobilization, and traffic control are required as lump-sum bid items for each project schedule. Payment procedures follow standard progress payment applications with engineer certification, and the contract includes provisions for change orders, work directive changes, and final completion with punch list requirements within 30 days.

WORK DIRECTIVE CHANGE
INSTRUCTIONS
A. GENERAL INFORMATION
This document is for use in situations involving changes in the Work which may delay the Project, if not processed expeditiously. These changes are often initiated in the field and may affect the Contract Price or the Contract Time. A work directive is not a Change Order. It is only a directive to proceed with Work that may be included in a subsequent Change Order. For supplemental instructions and minor changes not involving a change in the Contract Price or the Contract Time, a Work Directive Change may be used.
B. COMPLETING THE WORK DIRECTIVE CHANGE FORM
The Engineer or Architect initiates the form, including a description of the items involved and attachments.
Based on conversations between the Engineer or Architect, and Contractor, the Engineer or Architect will complete the following:
METHOD OF DETERMINING CHANGE, IF ANY, IN CONTRACT PRICE: Mark the method to be used in determining the final cost of Work involved and the net effect on the Contract Price. If the change involves an increase in the Contract Price, and the estimated amount is approached before the additional or changed Work is completed, another Work Directive Change must be issued to change the price. Absent another Work Directive, the Contractor may stop the work directive Work when the estimated price is reached. If the Work Directive Change is not likely to change the Contract Price, the space for estimated increase (decrease) should be marked "Not Applicable".
METHOD OF DETERMINING CHANGE, IF ANY, IN CONTRACT TIME: Mark the method to be used in determining the change in Contract Time and the estimated increase or decrease in Contract Time. If the change involves an increase in the Contract Time and the estimated time is approached before the additional or changed Work is completed, another Work Directive Change must be issued to change the time. If the Work Directive Change is not likely to change the Contract Time, the space for estimated increase (decrease) should be marked "Not Applicable".
Once the Engineer or Architect has completed and signed the form, all copies should be sent to the Owner for authorization because the Engineer or Architect alone does not have authority to authorize changes in Price or Time. Once authorized by the Owner, a copy should be sent by the Engineer or Architect to Contractor.
Once the work covered by this directive is completed or the final cost and time has been determined, the Contractor should submit documentation for inclusion in a Change Order.
THIS IS A DIRECTIVE TO PROCEED WITH A CHANGE THAT MAY AFFECT THE
CONTRACT PRICE OR THE CONTRACT TIME. A CHANGE ORDER, IF ANY, SHOULD
BE CONSIDERED PROMPTLY.
