Salt Lake City Corporation Professional Services, No. SLCI26063 Cyber Security Training for City Employees Citywide

I. PROFESSIONAL SERVICES OVERVIEW

Issued By: Salt Lake City Corporation, Purchasing Division Salt Lake City Corporation (the "City") is soliciting qualifications from qualified offerors to provide cyber security training for city employees.

The City’s procurement processes, including this competitive solicitation, are governed by Salt Lake City Code Chapter 3.24 and Salt Lake City Administrative Rules for Procurement Article 53-1A.

Issue Date: Date stated in U3P posting

Question Due Date: Date stated in U3P posting

Close Date: Date stated in U3P posting

Purpose of this Solicitation The purpose of this Professional Services is to competitively select an offeror or offerors (Offeror or Offerors) to enter into a contract with City to perform the “scope of work”.

It is anticipated that this Professional Services will result in a single contract award to the most qualified responsive and responsible Offeror.

Salt Lake City Corporation is issuing this solicitation to procure Cyber Security Training Services, from firms (“Offeror”) to provide Cyber Security Training Service. The purpose of this scope of work is to outline the expectations, requirements, and deliverables for the contracted services. The total contract amount shall not exceed $75,000.00. It is anticipated that the term of the resulting agreement will be for five (5) years or when the entire contact amount is spent, whichever comes first.

Salt Lake City, Utah is a large metropolitan area and the City’s workforce is approximately three thousand employees. The City desires to provide general cyber security training for all of its employees. The training will need to be sufficiently flexible to meet the needs of different departments requiring differing levels of cyber security. Much of the training will be targeted towards making certain that employees are able to recognize the risks involved in the day-to-day operations of their computer work stations and, in recognizing those risks, they become diligent in protecting the security of those systems.

Beyond the general cyber security training, different personnel will require different levels of training to protect against the risks faced in particular departments and divisions and/or in the employees’ particular job classifications. Some examples of the training needs beyond the scope of the general cyber security training are:

1) City’s cyber security insurance carrier requires, as a condition for the issuance and continuation of that insurance, that all employees receive adequate cyber security training.

2) For the City to be able to accept payment card or credit card payments, the payment card industry requires that the personnel involved in accepting those kinds of payments receive specialized cyber security training to make certain that those transactions are handled in a secure fashion.

3) Numerous other agencies, including the FBI and DHS require that governmental employees receive adequate cyber security training.

The City requires that the training curriculum offered be capable of customization and be capable of being upgraded as needed to meet continually evolving training requirements necessary to protect the City, its systems and its citizens and customers. The offeror(s) whose training program is selected will provide a robust collection of offerings capable of meeting the City’s cyber security training needs.

Inasmuch as the offerors are the experts in this field, City will expect to see proposals which will provide the best in instructor led in-person training, web-based training and updated training to meet changing needs due to changes in technology, legislation, or developments in cyber security needs. Training to refresh and expand upon the information previously provided must also be included.

The selected offeror will designate a qualified staff member to act as its key contact person to be the administrator of the contract and for services provided to the City and to coordinate work with the City’s Contract Administrator. The selected offeror’s designee will also coordinate with representatives from authorized City departments to ensure quality performance of services, and contract compliance. The selected offeror will assign a qualified staff member to oversee billings to ensure invoices are properly submitted
