About this file

This is a Request for Information (RFI) issued by Salt Lake City Corporation (City) seeking vendor expertise for developing the 2034 Salt Lake City-Utah Olympic and Paralympic Impact and Legacy Plan. The City is requesting information from vendors experienced in community engagement, public participation, event planning and management, communications, and Olympic and Paralympic legacy planning. Respondents are asked to provide comprehensive details across eight key areas, including community engagement strategies, participation approaches, activation capabilities, communications expertise, legacy planning methodologies, high-level cost estimates, funding strategies, and additional innovations. The RFI will be electronically submitted through the Utah Public Procurement Place (U3P) website, with responses due by 12:00 p.m. on December 8, 2025, and the information gathered will inform a subsequent Request for Proposals (RFP) for the Impact and Legacy Plan.

The City aims to develop a collaborative and inclusive plan that captures residents' aspirations for the 2034 Olympic and Paralympic Winter Games, with a focus on meaningful engagement across neighborhoods, demographic groups, and stakeholders. Respondents are expected to provide detailed methodologies for engaging traditionally underrepresented communities, including youth, people with disabilities, Native American and indigenous communities, and multilingual populations. The RFI seeks innovative approaches to community participation, digital engagement tools, communications strategies, and long-term legacy measurement. While no contracts will result directly from this RFI, the City is interested in understanding market capabilities, funding mechanisms, and potential strategies for sustaining long-term legacy outcomes. The ultimate goal is to create a comprehensive plan that reflects the voices of Salt Lake City residents and builds upon the success of the 2002 Winter Games.
