About this file
This is a Technical Submittal Response Form appendix for a Request for Proposals issued by West Chester University of Pennsylvania, part of Pennsylvania's State System of Higher Education, for the procurement of psychiatric services for the university's counseling center. The RFP solicits proposals from qualified vendors to provide comprehensive counseling center psychiatric services for students. The submission deadline is April 9, 2026, at 2:00 P.M. EPT, with the deadline for submitting questions set for March 26, 2026, at 11:00 A.M. EPT. Amendment responses with answers to submitted questions will be issued by March 30, 2026. Services are scheduled to commence upon execution of the contract, with the award date to be determined. The RFP was published on March 12, 2026.
The Technical Submittal Response Form requires prospective vendors to submit a proposal cover letter signed by authorized company officers, including contact information for communication, contract negotiation, and contract signature authority. Vendors must provide company background information, demonstrate qualification through three client references from similar services provided within the past five years (preferably including at least one higher education institution), and detail a comprehensive work plan addressing implementation, transition, testing, and training timelines. Technical requirements demand a detailed solution description covering core services, deployment and configuration, data architecture and reporting, integrations, implementation approach, training, support, and accessibility standards compliance. Additionally, vendors should identify value-added services, participation in information security networks, and recommendations for technology enhancements or reengineering opportunities that would benefit the university. The RFP does not specify pricing information, set-asides, incumbent contractors, or contract value ranges in this appendix.
