This is a Notice to Contractors issued by the City of Bountiful, Utah's City Engineer's office regarding the 2026 Storm Drain Projects. Sealed bids were received until 2:00 p.m. on July 21, 2026, at which time they were opened and read aloud. The Miscellaneous Concrete project involves removal and replacement of street improvements including sidewalks, curbs, gutters, drive approaches, waterways, and storm drain facilities at random locations throughout the city, with substantial completion required by March 15, 2027. The Hiking Trail Project encompasses construction of two Class 3 trail segments on United States Forest Service-managed public lands in the Mueller Park area, with substantial completion by October 31, 2026, and bidders may respond for either or both schedules. The Water Line Projects involve replacement of culinary water facilities in residential neighborhoods with substantial completion by October 15, 2026. Award decisions will be made within seven days after bids are opened.
Each bid must be accompanied by a certified check, cashier's check, or bid bond from an acceptable surety company in an amount equal to at least five percent (5%) of the bid, payable to the City of Bountiful. Successful bidders must furnish performance and payment bonds equal to 100 percent of the contract price and maintain specified insurance coverage including general liability ($3,000,000 minimum per occurrence), workers' compensation, automobile liability ($3,000,000 minimum), and environmental liability ($2,000,000 per claim). The City of Bountiful has not designated any set-asides for disadvantaged enterprises, small businesses, or other restricted categories. All qualified contractors holding appropriate Utah State licensing are eligible to respond; the projects are not federally funded and do not require prevailing wage compliance. For the hiking trail projects, contractors must coordinate with the United States Forest Service, and work cannot commence until USFS and Bountiful City execute an agreement granting construction approval. No work may be performed while snow covers the ground due to wildlife habitat protection requirements, and archaeological findings on Forest Service property require work cessation until USFS approval is obtained. For water line projects, the contractor is responsible for materials testing coordination with the City Engineering Department and scheduling shutdowns with the Water Department, while asphalt patching will be performed by the City's Street Department. Liquidated damages apply at varying rates by project type ($50-$200 per day for late completion and $100-$200 per day for utility interruptions), and the City reserves the right to reject any or all bids and waive any informality in bidding.

NOTICE TO CONTRACTORS
Sealed proposals will be received at the office of the City Engineer, 795 South Main St., Bountiful, Utah or through the U3P Bonfire eProcurement website: https://utah.bonfirehub.com for:
2026 STORM DRAIN PROJECTS
Bids will be received until the hour of 2:00 pm Tuesday July 21, 2026 at which time they will be opened and read aloud in the office of the City Engineer at 795 South Main St., Bountiful, Utah.
Proposals will be in accordance with drawings and specifications prepared by the City of Bountiful
Engineering Department. Project documents will be made available via email distribution from the
Bountiful City Engineering Department and through the U3P Bonfire eProcurement website:

Each bid must be submitted on the form provided as a part of the Contract Documents and shall be accompanied by a certified check, cashier's check or bid bond from a surety company, acceptable to Bountiful City Council, all made payable to City of Bountiful in an amount equal to at least five percent (5%) of the bid. Said check or bid bond shall be given as a guarantee that the bidder will execute the contract in conformity with the form of contract included in the Contract
Documents, and furnish a performance bond within fifteen (15) days after notification of the award of the contract to the successful bidder.
Bountiful reserves the right to reject any or all bids, or any part of any bid or to waive any informality in any bid as its best interests may appear. A decision on the rejection of any or all bids or the award of a contract will be made within seven (7) days after the bids are opened.
