About this file
This is a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process issued by the Division of Purchasing and Contract Management for Salt Lake City, Utah. The City intends to award a contract without competition under specific circumstances outlined in Salt Lake City Procurement Code Chapter 3.24. The procurement may proceed without a standard competitive process if supplies or services are available from a sole source, if competition would be unlikely to result, if the procurement matches or services existing equipment or facilities, if the services are of a specialized nature or involve confidential matters, or if a waiver would serve the City's best interest or public convenience. Additionally, the City may utilize cooperative contracts established with other governmental entities, in which case the City is deemed compliant with its own solicitation requirements upon compliance with the procuring entity's procedures.
The notice establishes a public comment period during which interested and qualified vendors may challenge the procurement decision by submitting detailed documentation demonstrating competing sources exist and that their firms can provide comparable, equivalent, or superior products meeting the specifications, or can supply the same proprietary item. Vendors may also submit cost comparisons if transitional costs are the stated justification. The Division will review all valid challenges received during the publication period. If no valid challenges are submitted, the Division may proceed with awarding the contract to the identified vendor without further competition. Specific details regarding the procurement item, justification, identified vendor, response deadlines, and technical specifications are contained in separate files referenced in the notice.
