Summary

This is a Request for Proposal (RFP) issued by Eagle Mountain City, Utah for the construction of a new traffic signal and associated roadway improvements at the intersection of Trailhead Road and Pony Express Parkway. The project, designated EMC-FY26-18, requires construction of a signalized intersection with extensive roadway modifications including asphalt removal and replacement, curb and gutter installation, raised median curb construction, and asphalt trail work. The scope also includes reconstruction of two adjacent roundabouts—formalizing the western intersection into a functioning roundabout with concrete splitter islands and truck apron, while converting the eastern traffic circle into a standard intersection supporting traffic signal approach and vehicle queuing. The bid schedule contains 54 line items encompassing mobilization and demobilization, traffic control, erosion control, earthwork, various asphalt and concrete installations, drainage structures, signage, and traffic signal system installation. Proposals are due July 10, 2026, by 12:00 PM through the Utah State Procurement Portal. The anticipated contract award date is July 16, 2026. Questions from firms must be submitted by June 29, 2026, with answers posted by June 30, 2026. No site visit or bidders conference is explicitly mandated, though the RFP allows the city to require oral presentations from top-scoring firms prior to award.

Pricing for this project includes all applicable sales taxes, federal and state taxes, patent rights, and royalties within the quoted bid price. A bid bond equal to 5% of the total bid amount is required at proposal submission. Upon contract award, the successful contractor must provide a 100% Performance Bond and 100% Payment Bond. Proposals are evaluated using a weighted scoring matrix with firm experience (25%), project team experience (25%), functional approach (20%), technical approach (17%), cost (10%), and introductory letter content (3%) as criteria. The city reserves the right to reject any or all bids and to waive informalities. All proposals must not exceed 15 single-sided pages with 11- or 12-point font. Insurance requirements include General Liability ($1,000,000 per occurrence, $3,000,000 aggregate), Commercial Automobile insurance ($1,000,000 combined single limit), Architect/Engineer Professional Liability ($1,000,000 per claim, $3,000,000 aggregate), Workers Compensation, and Valuable Papers & Records Coverage. Builder's Risk Insurance will be procured by the city, with the contractor reimbursing the city for the premium if it exceeds the Utah Local Government Trust rate.
