OVERVIEW
1. This project includes furnishing all parts, materials, supplies, equipment, labor, and transportation necessary to replace underground storage tank (UST) spill buckets at four (4) Launch Facilities (LFs), M-02, O-04, O-09, and O-10. The LFs are under the control of F.E. Warren Air Force Base, Wyoming.
These specifications describe the components and requirements for the work under this contract.
2. The Period of Performance (PoP) for this project shall be 120 calendar days.
3. The work shall be performed at LFs located in Colorado. The distances from F.E. Warren AFB to each

SCOPE OF WORK
1. Provide all labor, materials, equipment, and transportation necessary to replace the UST spill buckets as specified in this Statement of Work, in strict compliance with the specifications, applicable drawings, attachments, and the Terms and Conditions of the Contract as well as all applicable building codes, standards, and practices in the industry.
The Contractor is responsible for supplying and installing a turnkey, fully functional, tested, and operational product meeting the performance requirements outlined by these specifications. The Contractor will provide any special permits or licenses that may be required, obtain adequate insurance, and coordinate all inspections required by applicable laws and regulations, except as otherwise specified herein.
The Contractor will keep a copy of the most current Statement of Work and drawings on the jobsite.
The project shall consist of the following work to be performed.
a) Remove existing spill bucket and replace with new double wall spill bucket.
b) Replace all piping, conduit, and wiring with “in-kind” or better.
c) Test spill buckets for any leaks.
d) Replace concrete pad with broom finish.
*NOTE: See attached bid drawings for any additional information or clarification.
2. Accomplish all work in accordance with the Contract specifications.
3. The Project Coordinator shall be the Contracting Officer (CO), from the 90th Contracting Squadron, and the Project Manager shall be the 90th Civil Engineer Squadron/Missile Engineering Flight, Construction Chief (90 CES/CEM).
4. In the case of Winter Suspension, the Contractor shall notify the Air Force of their intent to stop operations due to weather. The 90th CES/CEM, Construction Chief will validate that the weather no longer allows work to be performed within the specifications. The contract shall be placed into suspense, and the remaining number of PoP calendar days will be documented. When the CO and the 90th CES/CEM Construction Chief determines the suspension is to be lifted, a new completion date will be calculated based on the remaining PoP calendar days for the contract.
SECURITY REQUIREMENTS
1. The Contractor and its personnel, to include its employees and any subcontractors, shall comply with pertinent Air Force security regulations while working on the project. Special security clearances such as Confidential, Secret, etc., are not required of the Contractor or Contractor representatives for the performance of this project.
2. Base Access: To request access onto F.E. Warren AFB, the Contractor shall submit a request to the CO or authorized representative for each employee/subcontractor employee requiring entry. The request shall provide the employee's information and shall be submitted a minimum of three (3) workdays prior to employee arrival. DoD SAFE is approved for CUI/PII/PHI file exchange, but files must be encrypted.
a. Upon receipt of this documentation, it is forwarded to Pass and Registration for processing.
On the day that access is required, Contractor personnel shall initially report to the Visitor Control Center (VCC), Building 426 (outside Gate 1 on Randall Ave). All Contractor personnel shall provide a current driver's license or government-issued, photo identification (ID) card to the Air Force Security Forces personnel at the VCC. Contractor personnel driving vehicles onto the Base shall also provide proof of insurance, and vehicle registration, or a rental car agreement. Provided that the Contractor personnel otherwise satisfy all requirements necessary to gain entry to the installation, to include passing a security screening, Security Forces personnel will then issue a temporary pass that allows Contractor personnel to proceed onto Base.
b. Temporary badges shall be valid for three (3) working days only. To obtain an extended pass, the Contractor shall contact the CO or authorized representative.
3. Missile Field Access: Access to LFs is controlled by the U.S. Air Force. All contracted personnel entering the sites shall be on an Entry Authority List (EAL), created by the Air Force.
a. Contractor shall provide complete written, valid, and legible data that shall include legible photocopies or scanned electronic documents to be used to produce the initial EAL prior to their initial commencement of work at the site for this project. DoD SAFE is approved for CUI/PII/PHI file exchange, but files must be encrypted. The standard processing time for all EAL actions is thirty (30) calendar days. Any request to create the initial EAL, or any request to, add to, modify, correct, or renew the EAL must be submitted at least thirty-one (31) calendar days before needing entry to the LF sites. Any delays caused by submission of incorrect, outdated, or invalid information will be at no cost to the Government. The 90 CES/CEM, Construction Chief shall provide to the CO and the Contractor, the expiration date for each EAL, when the date is made effective.
b. Contractor submitted data shall include the following for each employee (to include prime, subcontractor, and delivery/testing services employees). All documentation is to be submitted via DoD SAFE:
i. Project number, contract number, name of project, and CO.
ii. Employers name and address (city and state).
iii. One form of ID:
Legible photocopy or electronically scanned valid driver’s license, state photo ID card, or official state/federal photo ID card with the individual’s name.
The same ID shall be shown for entrance onto the site once the EAL is effective.
c. Identification cards that expire during the construction period must be updated and photocopies or scanned copies must be sent to the CO or his/her authorized representative thirty-one (31) calendar days prior to expiration or the person shall be dropped from the EAL.
d. The Contractor is responsible to provide and maintain the information required to obtain a current EAL for all Contractor personnel working on the LF.
4. Anti-Terrorism: If the Contractor (contract employees/subcontractors) identify any suspicious activity, they shall contact the Base Defense Operations Center (BDOC) at 307-773-3501 (On-installation)/Missile Security Control (MSC) at 307-773-2701 (Off-installation) and notify the CO and COR (if appointed) that they contacted the BDOC and/or MSC.
a. Training: Contractor employees that require routine physical access to a Federally-controlled facility or military installation shall complete Level I antiterrorism awareness training within 30 days calendar of requiring access and annually thereafter and send a copy of their employees’ training certificate(s) to the CO and COR (if assigned). 5. Operational Security (OPSEC): The contractor shall adhere to the following minimum requirements in support of this requirement:
a. All contractors, subcontractors, their employees, associates, and consultants who have access to critical information and indicators must comply with the Air Force-sponsored Operations Security (OPSEC) program.
b. OPSEC is an information-related capability that preserves friendly essential secrecy by using a process to identify, control, and protect critical information and indicators. If critical information and indicators are disclosed, it could allow adversaries or potential adversaries to identify and exploit friendly vulnerabilities leading to increased risk to mission failure or the loss of life. The desired effect of OPSEC is to influence the adversary’s behavior and actions by reducing the adversary’s ability to collect and exploit critical information and indicators about friendly activities.
6. F.E. Warren AFB Communications: The majority of work will be at areas where commercial phone service is not available. The following phone numbers are provided for assistance in conducting on-base telephone communications.

7. Contraband:
a. The following items are considered contraband on LF sites. It is an individual’s responsibility to make certain contraband items are not brought into the LF site.
i. Privately owned firearms to include rifles, shotguns, handguns, air/pellet guns, and sling shots.

ii. Privately owned ammunition or unauthorized ammunition.
iii. Knives, except government issued to authorized personnel (knives less than four inches in length are permitted).
iv. Explosives, except for official use or storage.
v. Illegal drugs or controlled substances.
b. Contractors required the use of tools which may be deemed as contraband will require annotation on the EAL and must be signed by 90 MW/CC or designated representative to entry to the LF.
8. Vehicle Identification and Parking:
a. Company logos must be displayed on each side of all vehicles or heavy equipment brought onto or operated on site. Company logos must be clear, legible, and identifiable from at least thirty feet (30’). Vehicles and equipment without such identification may be denied access to the site.
b. The access road leading from the main road adjacent to the site is under military control. The area off to the sides of the access road is either private property, federal, state, or county property. Parking vehicles on the access road is prohibited unless permission has been obtained from the Air Force. Vehicles may be parked in the Air Force access area, but any such parked vehicles must be clear of the boundary fence by a minimum of twenty-five feet (25’) and a minimum of fifty feet (50’) from the centerline of the access road.
c. Contractor vehicles and trailers will be allowed to park inside the security fence only to deliver materials or equipment required to support the work under this contract and shall be searched by Air Force Security Forces prior to entry. Vehicles and equipment shall be allowed on the site only during work performance and shall not remain parked inside the security fence overnight.
d. Contractor vehicles and equipment shall be placed so as not to interfere with gates, emergency escape routes, antenna, and other above ground structures.
9. Adjacent, Private, &/or Public Property/Landowners/Leaseholders: Contractor shall obtain written agreements and lien releases with adjacent private and public landowners and leaseholders when operations require use of these properties for storage or access to Air Force property. Landowner Agreements will allow the use of property by Contractor and the lien releases shall release the Air Force from any damage to private property because of Contractor operations. Where leaseholders are present on the property, the signatures of both landowners and leaseholders are required. Copies of agreements and lien releases shall be supplied to the CO and the 90th CES/CEM Construction Chief prior to the start of work on each site. The Contractor will not be allowed to start work on a site until agreements are in place.
10. Site Entry:
a. To gain entry onto the project facility, the Contractor personnel must be:
i. Listed on an effective EAL.
ii. Identified by escort personnel.
iii. Able to produce, for verification, the exact form of ID given for the EAL process.
iv. Submit to physical and electronic search of person and materials.
v. Physically escorted on-site by an authorized escort official and remain under escort full time while on site.
vi. Not in possession of any electronic device or cellular telephone at LFs.
vii. Requirement for equipment identified with a serial number/make or model must be listed correctly on the EAL for all piece(s) of equipment to be allowed to enter the site.
viii. Contractors, please note, use of any tools related to the project and not annotated on the EAL shall be deemed as contraband.
ix. Thus, all tools including use of cameras (refer to Section 7 Contraband and Section 13 Equipment) are required to be annotated on the EAL and must be signed by 90 MW/CC or designated representative to entry to the LR.
b. Upon arrival, the 90th CES/CEM Escort will identify all Contractor personnel and check identifications. Processing onto and off the sites may require approximately thirty (30) minutes each and shall not be considered delay time. The processing onto and off the site shall be during normal working hours, between 7:30 a.m. (start processing on site) and 4:00 p.m.
(terminated work off site).
c. Contractor personnel not listed on the EAL or those who cannot provide proper identification shall not be permitted on a facility.
11. Interrupted Site Access: If existing access to the site is to be temporarily blocked, temporary access shall be properly provided by the Contractor. The Contractor shall notify the CO twenty-one (21) calendar days prior to any interruption of access to the sites. Date, site(s) affected, length of time, and alternate entry method for Site Interruption Plan shall be submitted in writing for approval.
12. Vacating The Work Area: During exercises, natural disaster, and national emergencies or for security reasons, the Contractor may be required to vacate a work area.
13. Utility Services
a. The Contractor shall provide all utilities, water (drinking and construction), and sanitary facilities for the Contractor personnel and as applicable, the 90th CES/CEM Escort Official when working at the LF. At a minimum, sanitary facilities shall be portable, rigid, enclosed, and lockable enclosures that are replaced or receive weekly maintenance. The Contractor shall not be permitted into the LF. The Contractor shall provide site facilities for lunch and break areas as needed.
b. When working at the LF, limited drinking water and no sanitary facilities are available, no commercial phone service, or commercial power is available. The Contractor shall provide all utilities, construction water, and telephone service when working at the LF. Cellular phones with photographic capability are acceptable, but use of that photographic capabilities is not permitted. The 90th CES/CEM Escort Official and/or security personnel will confiscate improperly used cellular phones.
14. Equipment: Provide all equipment necessary to accomplish the contract work.
a. Power equipment shall be equipped with safety, noise limiting, and fume control devices. The equipment shall be in a safe and efficient operating condition.
b. Only experienced operators shall be permitted to operate the equipment.
c. Wireless power tools are not permitted in certain secured areas. Plug-in power tools will be required.
d. All Equipment used for the intent of the contract should be identified on the EAL. If the equipment listed does not match the equipment identified, the equipment will not be allowed on the work-site. Equipment information placed on the EAL should include the following.
a. Make/Model.
b. Year if available.
c. Serial Number.
d. Any other pertinent information as deemed necessary per the contract.
PRINCIPLE FEATURES OF WORK PER CSI DIVISION
NOTE: Refer to this Statement of Work, drawings, and attachments for complete details of work. This scope is a general overview of intended work.
CSI 01 – General Requirements
1. Project Scheduling: Contractor shall submit a project schedule to 90 CES/CEM within fifteen (15) working days after award of the Contract.
a. The Contractor shall coordinate all work with the 90 CES/CEM. Verify that work can be performed as scheduled before traveling to the work site. Provide a minimum of ten (10) working days’ notice, in writing, before beginning work. Provide a means for contact after normal working hours for notification of emergency changes to the schedule. If work is not coordinated as stated, Air Force personnel may not be available, work may not be permitted, and the Government shall not incur any additional cost as a result.
b. Working hours will be between the hours of 7:30 a.m. (start processing on site) and 4:00 p.m.
(terminated work off site) excluding Saturdays, Sundays, and Federal Holidays. An Air Force the 90th CES/CEM Construction Chief and the 90th CES/CEM escort will be provided during these work hours. Recognized Federal Holidays include:
New Year's Day (January 1).
Birthday of Martin Luther King, Jr. (Third Monday in January).
Washington's Birthday (Third Monday in February).
Memorial Day (Last Monday in May).
Juneteenth National Independence Day (June 19).
Independence Day (July 4).
Labor Day (First Monday in September).
Columbus Day (Second Monday in October).
Veterans Day (November 11).
Thanksgiving Day (Fourth Thursday in November).
Christmas Day (December 25).
c. AF Form 3064 Contract Progress Schedule and AF Form 3065 Contract Progress Report shall be submitted monthly, as required.
2. Submittals: Prior to starting any work and in accordance with AF Form 66 Schedule of Material Submittals (aka “Submittal Register”), submit material and equipment lists, shop drawings, certificates, test results, operation instructions, commercial product warranty or guarantee, manufacturer's brochures, catalog cuts, Safety Data Sheets (SDS), parts lists, and samples on AF Form 3000 Material Approval Submittal to the 90th CES/CEM Construction Chief for review and approval in accordance with the requirement of these specifications.
a. Include outlines, dimensional, assembly and subassembly drawings, parts list and other data required to completely describe each item to be used.
b. When more than one model, series or design is illustrated on any one submittal sheet, the item of intended use shall be highlighted and clearly marked with an arrow or asterisk to eliminate confusion as to the product to be approved. Any materials and/or methods not in strict conformance with requirements of this contract shall also be submitted for review and approval.
c. Submittals shall be provided as one (1) searchable electronic copy. Each Contractor-supplied item shall be submitted for approval and approved by the 90th CES/CEM Construction Chief prior to installation. In no case shall materials be incorporated into the work unless prior written approval is obtained from the 90th CES/CEM Construction Chief.
d. All submittal information shall be provided by the Contractor, not less than fifteen (15) calendar days prior to any site work or by the date determined by the 90th CES/CEM Construction Chief at the pre-construction meeting. One signed and dated copy of the submittal shall be returned to the Contractor after approval or disapproval by the 90th CES/CEM Construction Chief.
e. Submittals shall not include information on items other than those provided under this contract.
f. Optional or upgrade items and related information shall only be shown in submittals if included or provided to the Air Force as a portion of this contract.
g. The Contractor shall review and forward all submittals, including subcontractors’ submittals, and shall submit all materials as listed in the AF Form 66 for review. By reviewing and submitting items, the Contractor represents that all measurements, criteria, materials, catalog numbers and similar data have been verified, and each submittal has been coordinated within the requirements of this Statement of Work.
h. Physical submittals shall be marked as follows: 90 CONS/PKA, 7505 Barnes Loop, F.E.
Warren AFB, WY 82005-2860. Include the contract number on packaging.
3. Shop Drawings: Shop drawings shall be submitted for all items or components to be fabricated or assembled and requiring detail drawings more than, or to complement, the general drawings and details included in the plans.
a. The plans shall be supplemented by shop drawings as necessary to adequately control the work.
Shop drawings may consist of drawings, diagrams, SDS, illustrations, schedules, calculations, or other data prepared by the Contractor, subcontractor, manufacturer, supplier, or distributor which illustrate specific portions of the work to be fabricated or installed in accordance with the plan details and specifications.
b. Any work done prior to approval of shop drawings shall be done at Contractor's risk. Approval of shop drawings shall not relieve the Contractor’s obligation to meet all requirements of the plans and specifications, nor relieve the Contractor’s responsibility for the correctness of the shop drawings.
c. If shop drawings are returned for correction, corrections shall be made, and the drawings re-submitted for review and comment.
d. All shop drawings submitted shall have a title block clearly stating the project name, project number, Contractor's name, title or purpose drawing, and date. Drawings shall be marked with the appropriate classification.
4. Product Data: Manufacturer’s product data for all commercial products, components, devices, or distinct units shall be submitted by Contractor for review prior to installation in the work.
a. Such product data includes catalog sheets, brochures, SDS, diagrams, schematics, schedules, performance starts, illustrations and other standard descriptive data.
b. All product data submitted shall be clearly marked to identify pertinent materials, products, or models to be incorporated in the work. All dimensions, clearances, tolerances, performance characteristics, specifications, wiring diagrams, and other such pieces of information shall be clearly marked or highlighted.
c. Project name, project number, Contractor’s name, and date shall be written on all product data submitted.
5. Certificates of Compliance: Manufacturer's certificate of compliance for all materials to be incorporated in the work shall be submitted for review and approval by the 90th CES/CEM Construction Chief prior to execution of the work.
a. Said certificates shall certify compliance with project specifications, applicable reference standards or specifications, and test data requirements as required.
b. Certificates shall be marked with the project name, project number, title or purpose, and date.
Certificates shall further contain the name, title and signature of the person certifying the product, and the name and address of the corporation or business supplying the product and certificate.
6. Test Results: Submit all test results documenting compliance with project specifications and/or applicable reference standards or specifications to the 90th CES/CEM Construction Chief and the 90th CES/CEM inspector. Tests performed on a material prior to incorporating the material in the work shall be submitted to the 90th CES/CEM Construction Chief and the 90th CES/CEM inspector with the certificate of compliance.
a. Quality control testing performed during the execution of the work shall be submitted upon completion of the test in accordance with these specifications.
7. Equipment: Provide all equipment necessary to accomplish the contract work.
a. Power equipment shall be equipped with safety, noise limiting, and fume control devices. The equipment shall be in a safe and efficient operating condition.
b. Only experienced operators shall be permitted to operate the equipment.
c. Wireless power tools are not permitted in certain secured areas. Plug-in power tools will be required.
8. Quality Control: Contractor shall provide and maintain an effective quality control program.
a. The Contractor shall comply with manufacturers’ instructions and request clarifications from Air Force inspector before proceeding should the manufacturers’ instructions conflict with contract documents.
9. Excavation: No excavation, regardless of depth, will begin without first obtaining an approved AF Form 103 Base Civil Engineering Work Clearance Request (aka “Dig Permit”). Contractor shall submit Dig Permit request to 90 CES Customer Service (307-773-3175) in Building 322 thirty (30) calendar days prior to the planned excavation date. Permits must be renewed by the Contractor every fourteen
(14) calendar days.
a. The Contractor must provide the following to the Customer Service when planning an excavation:
i. A drawing showing the area to be excavated. 90 CES/CEM can provide an electronic site map to the Contractor for markup.
ii. The purpose of the excavation.
iii. Name, phone number, and organization of the Contractor’s point of contact.
b. Contractor shall physically mark the actual excavation site on the ground with white paint or flags. For trench excavation place paint or flags at intervals necessary to clearly identify the trench lines. For large areas such as parking lots, the perimeter of the area to be excavated should be clearly defined with white paint or flags.
c. Air Force personnel shall mark the areas which are clear of utilities “Clear” and be signed by the locator. Areas which have utilities will be annotated “Utilities in area – call ext. # to coordinate an onsite locate with the requestor,” and will be highlighted in fluorescent yellow.
The Contractor will coordinate onsite with each shop highlighted and get the locator’s signature. Once all required areas are signed, the Contractor will return the permit to Customer Service Building 322 for approved signature. After all signatures are received, the permit is valid, and excavation may begin. The Contractor will not begin excavation until an approved Dig Permit is received from Customer Service.
d. Contractor shall review permit, keep signed copy on site and shall be responsible for maintaining utility markings during excavation.
e. Contractor shall notify the Air Force inspector prior to excavation. If ground water or landfill debris is encountered, suspend excavation, and notify the Air Force inspector.
f. Exploratory excavation by hand or vacuum is required within five (5) feet of either side of marked underground utilities. Hand digging or vacuum excavation is required when crossing underground utilities. If excavation is required parallel and within five (5) feet of an existing utility, exploratory excavation must be performed by hand or vacuum until the location of the utilities is physically confirmed. After the location of the utility is physically confirmed, excavation may be performed by machine.
g. Exploratory potholes in roadway areas shall be restored using a flowable fill mixture. In other areas, native backfill material shall be used. The surface condition shall be restored to the pre-existing state.
h. Items encountered and damaged within five (5) feet on either side of a marked line or around a marked items shall be repaired by the Contractor. Items encountered and damaged outside of five (5) feet on either side of a marked line or around a marked point shall be repaired by the Air Force.
i. In either case, the Contractor shall notify the Air Force inspector immediately if any damage occurs.
10. Burning/Welding: The Contractor shall obtain an AF Form 592 Hot Work Permit (aka “Burn Permit”), at least three (3) working days prior to construction. Coordinate with the onsite Air Force inspector or contact 90 CES/CEM at (307) 773-2438 for requirements, initiation, and completion of permit.
a. Contractor shall have the completed permit control number prior to any burning/welding operations.
11. Environmental Compliance: Contractor is responsible for complying with the state environmental quality regulations, and the Environmental Protection Agency Region 7 or 8 Office in Denver for any National Pollutant Discharge Elimination System (NPDES) Construction General Permits.
a. If a permit is not required by State or Federal agency with jurisdiction on federal sites, Contractor shall provide written documentation referencing reason for waiver.
12. Green Procurement Program (GPP): In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
13. Safety: The Contractor is solely responsible for all safety on the project including, but not limited to traffic control, trenching, confined space entry, equipment and materials storage, and compliance by all employees with Base Regulations.
a. Particular care shall be exercised in connection with operation of vehicles and other equipment on the site.
b. Project safety shall be coordinated with the Air Force prior to commencing construction.
c. Contractor shall notify the Air Force of all modifications to the Safety Plan.
d. Contractor shall comply with the rules, regulations, standards, and requirements of the
Department of Defense, the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and all applicable Federal, State, and Local requirements regarding disturbing or removing hazardous materials.
e. The federal government is not exempt from compliance with environmental and labor regulations.
f. The Contractor shall notify the Air Force inspector of any emergency situation.
g. The Contractor shall educate each employee to ensure clear understanding of the following:
i. A review of hazards inherent in the work environment and the precautions required to reduce the hazard.
ii. The Contractor shall always maintain a complete first aid kit.
iii. Location of first aid and other emergency facilities must be identified.
iv. Detailed description of what to do in case of injury, fire, or identification of a safety hazard.
v. Review of daily cleanup procedures, including location and review of company safety rules (either posted or handout).
vi. Contractor shall provide all personal protective equipment (PPE) including, but not limited to, ear plugs, goggles, face shields, gloves, safety shoes, and hard-hats.
Complete instructions on where and how to use all PPE shall be given by the Contractor.
vii. All personnel shall wear PPE when required by the Contractor, CO, or Air Force inspector.
viii. Local hospitals near various sites are noted below for emergency purposes.

14. Hazardous Materials: Contractor shall coordinate all hazardous materials (HAZMAT), to include each compound or chemical intended to be utilized on the site, with 90 CES Environmental (307-773- 2594) for review and approval prior to delivery and use on the site.
a. A hazardous material is defined in Federal Standard FED/STD-313F (Tables I and II). The definition of materials presenting a health hazard or physical hazard is found in 29 CFR 1910.1200(c).
b. The HAZMAT approval documentation shall be maintained on the site and all workers shall familiarize themselves with their contents.
c. The Contractor shall be responsible for establishing a system, which tracks the procurement, delivery to site, installation, and disposal of all hazardous materials including proper disposal documents.
d. The Contractor shall be held responsible for proper cleanup and disposal of any hazardous or toxic materials spilled while completing the work in this contract. All cleanups shall be accomplished in accordance with applicable Local, State, and Federal regulations.
e. No ozone depleting substances shall be used while completing the work in this contract.
15. Site Conditions: Daily, or more often as necessary, clean all work areas of debris as well as Contractor tools, equipment, and materials.
a. This includes the exterior/interior of adjacent buildings and parking lot/access road.
b. The work site shall be returned to a like condition in which it was found prior to start of work or to the satisfaction of the 90th CES/CEM Construction Chief and the 90th CES/CEM inspector.
c. Damage to Air Force property caused by Contractor vehicles, operations, equipment, or personnel shall be repaired at Contractor's expense with no additional cost to the Government.
Skilled craftsman in the trade shall repair such damage to the satisfaction of the 90th CES/CEM Construction Chief and the 90th CES/CEM inspector.
i. Any suspected damage to Air Force property shall be documented and submitted to the 90th CES/CEM Construction Chief and the 90th CES/CEM inspector with a detailed description of the type and location of damage within seventy-two (72) hours of damage.
16. Staging/Storing: Materials and equipment not stored at Contractor’s facilities must be stored on approved Air Force property or approved adjacent private or public properties.
a. Staging/Storing on Air Force Property:
i. Contractor shall obtain written approval prior to storing on Air Force Property.
ii. The Air Force will not supply a facility for stockpile storage or material storage.
Unkempt, insecure, or unsightly storage shall not be allowed.
iii. A storage plan may be required if storage containers are to be left near the site, for security considerations.
b. Staging/Storing on Adjacent Properties:
i. Contractors not storing on Air Force property must store on adjacent private or public properties within the Limit of Potential Ground Disturbance as shown in Attachment 1.
ii. Contractor shall obtain written consent of the landowner or leaseholder as previously described.
c. Upon identification, a map detailing the staging/storing area must be submitted.
17. Modifications: Any change in conditions or modifications with this project must be presented to the
CO and the 90 CES/CEM Construction Chief via a Request for Information (RFI) form prior to any change. The form shall be completed by the Primary Contractor and processed through the 90th CES/CEM Construction Chief. The RFI will reflect whether change or modification will be a no cost modification or a cost modification. The RFI will also have all agreeing parties’ signatures.
18. Red Lines: Contractor shall submit post-construction (redlined), as-built drawings to 90 CES/CEM Construction Chief and the 90th CES/CEM Inspector prior to project close out.
a. As-built drawings shall be submitted for information for the limited purpose of assessing conformance with information given and the design concept expressed in the contract documents.
b. Drawings shall be marked with the appropriate classification.
19. Warranties: Thirty (30) calendar days prior to final acceptance of each delivery order, obtain and submit written warranties for all equipment, products, goods, and services supplied under this contract.
a. Furnish with each warranty the name, address, and telephone number of the guarantor’s representative, who will honor the guarantee during the written guarantee period and will provide the service prescribed by the terms of the guarantee.
b. The equipment installed under this contract shall be guaranteed against defective materials, installation, and workmanship for a period of not less than twelve (12) months from the date of acceptance, either for the beneficial use or final acceptance, whichever is the earliest, but not before the system has passed all specified tests and been deemed acceptable for operation.
CSI 02 – Existing Conditions
1. The Contractor shall perform an inspection encompassing the existing condition of each LF listed above.
a. The Contractor shall verify all quantities, dimensions, and existing site conditions necessary for completion of the project.
2. The Contractor will take all necessary precautions to ensure the fuel in the underground storage tank is not contaminated by debris falling into it due to construction activity.
3. Each location has an existing item(s) installed or encompassing it.
a. Spill buckets.
i. Remove the existing spill bucket.
ii. The removed spill bucket is not to be staged or stored at or around the Launch Pad.
Removed spill bucket becomes the property of the Contractor, requiring appropriate federal or state requirements to appropriately dispose of all removed or excavated debris from the current project site.
a. i.e. excavated material or failed spill bucket.
b. A concrete mound around spill bucket.
i. Remove the existing concrete mound.
ii. Dispose of removed and excavated debris.
Removed material is not to be staged or stored at or around the Launch Pad.
a. Removed material becomes the property of the Contractor, requiring appropriate federal or state requirements to appropriately dispose of all removed or excavated debris from the current project site.
i. i.e. excavated material or failed spill bucket.
iii. Replace excavated concrete with new concrete, refer to CSI – 03 Concrete.
4. Prior to excavation, conductivity of the tank to the site grounding system will be tested and documented.
a. After replacement of the newly installed spill bucket, the conductivity of the tank to the site grounding system will again be tested in the same manner.
b. All discrepancies are to have the following performed.
i. Document the discrepancy, noting corrective action take.
ii. Immediately notify Missile Engineering.
5. Each location has existing electrical/communication conduits.
a. Coordinate with the Missile Engineering all modifications to/with electrical/communication trench locations.
6. Existing components
a. Conduits.
i. Existing PVC-coated ridged conduit of three-quarter inch (¾”) diameters are currently in use on each location.
ii. The Contractor is to utilize these runs, if possible, to provide power and signal routing for the new interstitial monitors for the newly installed spill buckets.
b. Veeder-Root.
i. Veeder-Root receptacle(s) are located the Mechanical Room.
ii. Utilize existing Veeder-Root conduit to hook up new monitors for the newly installed spill buckets.
iii. Veeder-Root alarm
iv. Existing integral drop tubes prevent the installation of new drop tubes with flapper closure.
v. Thus, alarm is to be set to ninety percent (90%) tank volume.
c. Integral fill tubes
i. Require an adapter under the newly installed spill bucket to transition from the three-inch (3”) fill tube to the four-inch (4”) fill inside the spill buckets.
7. New installation.
a. Redlines.
i. Note the following of newly installed spill buckets and components.
ii. Spill Buckets If depth of the newly installed is greater than existing than spill bucket, the newly installed spill bucket will require a nipple to be cut and re-threaded.
iii. Components
Consists of any of the following but not limited to electrical/communication line, pipe, hook-ups, drop tubes & flappers, alarm system, integral fill tubes.
If new component is required as noted in item a above for components, is to be noted on the redlines and project Drawing(s).
CSI 03 – Concrete
1. Specification covers requirements for concrete associated with this project to include but not limited to furnishing all equipment, material, labor, tools, and techniques.
2. Concrete Mound.
a. Create a concrete mound around each spill bucket as shown in the Drawings.
i. After spill bucket is completely installed, create a concrete mound around each new spill bucket
b. The Contractor is to ensure the concrete mound is tapered from the top of the spill bucket down to the grade elevation.
3. Strength Requirements
a. Portland cement is to be low alkali, Type II.
b. Concrete must have a 7-day strength equal to the specified 28-day strength for concrete made with Type II Portland Cement.
c. Specified compressive (f’c) must be 3000 psi in accordance with ACI 318 Building Code
Requirements for Exposure Category F2 for Plain Concrete.
CSI 11 – Equipment
1. Specification covers requirements for equipment associated with this project to include but not limited to furnishing all equipment, material, labor, tools, and techniques.
2. The Contractor is to purchase and transport to each site a double-walled five (5) gallon spill bucket capable of interstitial monitoring.
a. Preferred unit is an OPW “The Edge” part number 1SC-3112D.
3. Installation
a. Spill Bucket
i. Install so that the top edge is approximately three inches (3”) above grade elevation, refer to project Drawings and Details.
b. Concrete
i. Place around the fully installed spill bucket.
ii. Taper from the top of the spill bucket to grade elevation,
c. Prob/Sensor Cards
i. Install new, as needed.
CSI 26 – Electrical
1. Specification covers requirements for electrical safety and security when conducting with/around/by electrical operations.
2. Conduits
a. Existing Conduits – Inside components for conduits
i. Materials, specifically size of and operation as identify for conduits
ii. There are ¾” – 1” conduits running out to the tank TK-101.
iii. The Conduits contain wiring for existing tank fuel monitoring systems.
There are wires in the conduits that supply power and signal routing to the existing tank monitors.
iv. Remove the wires from the existing conduit.
v. Replace old wiring with new wires.
b. Conduit Routes
i. See Project Drawings and Specifications for the conduit routes and equipment location.
c. New Conduits
i. Installation for inside conduit components Installation shall be in accordance with this projects Bid Drawings and
Specifications.
The ¾” – 1” conduits are to run from spill bucket installation point to the existing conduit.
a. This replacement is to comply and to meet current requirements in accordance with both the National Electrical Manufacturers Association (NEMA) and the National Electrical Code (NEC).
Install a three-way connection in existing conduit.
Run new wires through existing conduit to hook up the existing fuel tank monitor and the new spill bucket interstitial monitor.
The new wires are to comply with and to meet current requirements in accordance with both the NEC and the National Fire Protection Association
(NFPA).
Specifications for wire selection and installation procedures are to be adhered to.
ii. Materials specifically for new wires type/Make & Model New Wires are to be #18 AWG stranded Belden 300V shielded RMS#88760 in accordance with Veeder-root Site Prep and Installation Manual for wire selection and installation guidelines.
iii. Exterior Components for new conduits Installation
a. Runs are to be PVC-coated ridged conduit designated for power use.
i. Utilize appropriate connectors for NEMA 4x compliance.
iv. Wires Length
a. Approximate total length of wires required for each LF is sixty feet (60’).
Runs
a. There will be two (2) different runs of wire approximately thirty feet each (30’).
i. Two (2) wires to replace the wires removed for the tank level monitor.
b. An approximately six-foot (6’) loop of each wire is to remain at the pane land at the sensor.
v. Seal A conduit seal off is required for each spill bucket.
a. Use forty percent (40%) fill seal off.
vi. Veeder-Root Panel
Type
a. TLS-350 plus
i. Install new prob/sensor cards as needed.

CSI 31 – Earthwork
1. Specification covers requirements for earthwork conducted pre/during/post construction for this project to include but not limited to furnishing all equipment material, labor, tools, and techniques.
2. Excavation
a. Permit
i. A Base Civil Engineering Work Clearance Request (aka “dig permit”) is required to be obtained prior to the start of any excavation work commencements.
ii. Refer to CSI 01 – General Requirements, specifically #9 and #10.
b. Fill Material
i. Commencement of work
ii. Prior to beginning of excavation, placement of fill or other material, all necessary clearing and grubbing shall be performed.
iii. Removal of material
iv. Material that is incompatible with specified new materials shall be removed and disposed of by the Contractor in accordance with all applicable local, state, and federal requirements.
v. The Contractor shall be responsible for all material removed from the site.
vi. Material shall be removed as to not to impede subsequent material placement, grading, and compaction operations.
vii. The Contractor is responsible for supplying equivalent imported fill material to offset any wasted suitable fill at no cost to the Government.
a. Refer to CSI 01 – General Requirements.
viii. Back fill
a. Suitable
i. Suitable backfill material is to be clean, well graded, and free of fines, clays, organics, frozen or any other deleterious materials.
Placed in six-inch (6”) lifts.
a. Placed to maintain the existing ground surface, drainage flows, and (or) elevations in accordance with this Statement of Work and Drawings.
Mechanically compacted except as noted below for base material beneath pavement areas.
ix. Soil
a. Suitable
i. Excavated soils which satisfies requirements and is deemed to be suitable excavated material, may be re-used in accordance with this Statement of Work.
b. Unsuitable
i. Unsuitable excavated material is not to be used as fill material.
The Contractor is to dispose of in accordance with all applicable local, state, and federal requirements.
c. Compaction
i. Sufficient to meet the equivalent and current testing requirements for maximum density as determined by the following criteria unless otherwise noted in the Drawings.
Subgrade penetration and fill in unpaved areas –
95% ASTM D 698 or 90% ASTM D 1557 within +2% and -4% of optimum moisture content.
Fill and imported base material in paved areas – 100% ASTM D 698 or 95% ASTM D 1557 within +1% and -2% of optimum moisture content.
ii. Evaluate by laboratory testing in accordance with this Statement of Work at the discretion of the 90th CES/CEM Construction Chief.
Any material which fails the laboratory tests shall be re-compacted or removed in its entirety, replaced, recompacted, and re-tested at no cost to the Government until the material successfully passes the laboratory tests.
iii. Laboratory testing shall be performed on the last layer of material placed.
iv. Laboratory testing for the Base Bid shall consist of three (3) compaction density and moisture content tests. Location of the tests are to be determined by the 90 CES/CEM Construction Chief.
v. Test result information is to be made available to the 90th CES/CEM Inspector and 90th CES/CEM Construction Chief at time of test.
Written results are to be submitted in accordance with AF Form 66.
Additional soil samples may be required by the
Government to verify gradations and other specified material properties. No pavement placement shall be allowed until written test results have been accepted by Missile Engineering.
x. All excavation work is to be performed to Neat Lines to the depths indicated in this Statement of Work and Drawings.
c. Hand excavation
i. This technique is required to be used to avoid damage to existing underground utilities or any other service lines.
3. Aluminum - Rigid metal conduit (A-RMC)
a. Should paved surfaces required to be removed to install aluminum, ridge metal conduit (A- RMC), the Contractor is to neatly saw cut the pavement.
i. The Contractor is to remove the reburied paved area without damage.
ii. The Contractor is to remove paved area without damaging the adjacent paved surfaces.
iii. The Contractor shall provide all necessary temporary protection surfaces scheduled to remain in-place.
b. Trench
i. Detector tape is to be installed twelve inches (12”) above each conduit.
ii. The Contractor is to excavate a trench width to allow one run of A-RMC with a ninety-degree (90°) sweep from a point of origin to a point of termination in accordance with the Drawings.
iii. Depth and width
iv. Depth is to be thirty-six inches (36”) from existing ground surface and three-inches
(3”) wide.
c. Point of original, termination, and (or) tie-in locations
i. The Contractor is to provide and to install all required fittings and material(s) to complete…
