About this file

This document constitutes Part 2 (Exhibits and Attachments) of an Invitation for Bid (IFB C5-CMCS-G1-26) issued by the State of California Department of Technology, Office of Statewide Technology Procurement, for CALNET Managed Cybersecurity Services across four service categories. The solicitation seeks bids for Category 530 (Managed Multi-Factor Authentication Service), Category 531 (Managed Incident Response Retainer Service), Category 532 (Managed Anti-Phishing Security Service), and Category 533 (Managed Endpoint Detection and Response Service). Bidders are required to submit responses by the date specified in Section 2.3 of Part 1 General Instructions. The final bid submission deadline is tied to the Key Action Dates, with the last day for written questions and requests for changes established as July 27, 2026 at 5:00 PM Pacific Time. Bidders may submit bids for any combination of the four categories. The resulting contract will include a base term with potential renewal options as detailed in the general provisions.

This solicitation requires bidders to submit comprehensive administrative documentation including financial stability evidence, bidder qualifications with references, confidentiality statements, and various preference and incentive declarations. Bidders must demonstrate ability to perform through qualified staff and provide two references per category bid, with at least one from a government entity, representing experience within four years prior to the final bid due date. The State evaluates proposals based on multiple criteria including cost workbooks provided in Exhibit E, technical and business requirements outlined in Exhibits B and C, and service catalogs specified in Exhibit D. Bidders may claim preferences under the Small Business Preference, Disabled Veteran Business Enterprise (DVBE) Incentive, and Target Area Contract Preference Act (TACPA) provisions, provided they meet commercially useful function requirements. All proposals must include compliance with California's generative artificial intelligence disclosure requirements and must be bound by a 180-calendar-day offer validity period from the scheduled contract award date.
