About this file
This is a comprehensive specification document for the repair and restoration of exterior finishes at the Fresno VA Medical Center, encompassing Building 1 and the Outpatient Pavilion (OPC). The work includes non-abrasive cleaning, inspection, and restoration of terra cotta, stucco, fenestration, roofing systems, and associated building envelope components. The base performance period is 330 calendar days from Notice to Proceed, with three optional add alternates having different individual periods of performance. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21, with Mr. Rosario Chaidez serving as the Contract Specialist (Rosario.chaidez1@va.gov). The document specifies extensive general requirements including comprehensive quality control with three-phase control inspections (preparatory, initial, and follow-up), third-party inspection services, detailed safety and health requirements, environmental controls, commissioning requirements, asbestos and lead-based paint abatement procedures, and specifications for cast-in-place concrete, precast architectural concrete, and related building materials and finishes.
The specifications detail mandatory submittals including accident prevention plans, activity hazard analyses, detailed project schedules using Critical Path Method (CPM), shop drawings, product data, testing reports, safety certificates, and as-built documentation. Quality control requirements mandate employment of a full-time Site Safety and Health Officer with appropriate certifications, third-party testing laboratories accredited by relevant authorities, and comprehensive commissioning activities for all building systems. The contractor must establish a detailed Environmental Protection Plan, maintain a warranty management program with specific response time requirements for different priority levels, provide photographic documentation with interactive indexing, and conduct post-construction warranty inspections at four and nine-month intervals. Lead-based paint removal operations require establishment of lead control areas with full containment, medical examinations for all personnel, air monitoring with both personnel and area samples, and disposal through authorized hazardous waste facilities. Asbestos abatement work demands EPA AHERA and OSHA Class II compliance, establishment of regulated areas with negative pressure containment, personnel decontamination procedures, continuous air monitoring, and certification of final clearance by independent industrial hygienists.
