The float theme is "Patriotism and Play: a 250th Celebration," celebrating America's, Utah's, and Sandy's 250th anniversaries with creative elements including a pickleball court scene, iconic American symbols rendered in cartoon style, and messaging such as "Built on Community" and "Sandy Rising." Vendors must submit designs to scale and in full color to the Purchasing Department for approval and provide references and photos of recent floats designed and built. The deadline for submitting questions is February 18, 2026, at 11:00 a.m. (MT), and the closing date for bid submissions is February 20, 2026, at 11:00 a.m. (MT). The vendor will be responsible for all maintenance, upkeep, and repairs through the third week of August 2026, marking the end of the parade season.

The project budget is approximately $14,000, with payment structured in three installments: $6,500 as a partial completion payment on a date agreed upon between the City and vendor, $5,500 upon timely delivery before the May 27, 2026, deadline, and $2,000 upon successful completion of the 2026 parade season. Evaluation will be conducted by committee on a 100-point scale, with 40 points allocated for design and theme alignment, 20 points for structural stability, 20 points for structural durability, and 20 points for insurance and compliance. Additional points may be awarded at the committee's discretion for vendor presentations or interviews. Vendors will incur a $500 deduction per parade missed due to fault or negligence, deducted from the second and/or third payment. Project: Design / Build Float for 2026 Parade Season

SCOPE OF WORK

The City has an existing chassis that must be used in the design of the float. The float has two levels, the top level where the driver’s head comes through is 82" wide and 128" long. The bottom level is 121" wide and 289" long. The designer/builder will have an approximate budget of $14,000 budget to accomplish the design and building of the float.

All designs must be submitted to the Purchasing Department to scale and in full color for approval.

This year's float theme is "Patriotism and Play: a 250th Celebration". We'd like the design to bring to life a creative representation of this year's theme with an overall fun/whimsical feeling.

Key Design Element Examples:

Float Concept Summary: Patriotism and Play: a 250th Celebration

This parade float celebrates the shared milestones of America’s 250th anniversary alongside Utah’s and Sandy’s 250th commemorations through a unifying theme of patriotism, recreation, and community connection.

At the center of the float is a playful pickleball court scene featuring iconic American symbols—Lady Liberty and Uncle Sam, reimagined in a friendly, cartoon style. Their lighthearted game represents how shared activities like sports and play bring people together across generations, backgrounds, and communities. Pickleball, a widely enjoyed and accessible sport, serves as a symbol of connection, wellness, and togetherness.

The float visually layers the idea of community from the national level to the local level. National symbolism is paired with Utah-inspired scenery and references to Sandy, reinforcing the idea that patriotism begins close to home and is built through everyday interactions, shared spaces, and community pride.

Open, welcoming deck space allows for local royalty to stand and wave, representing today’s community members and future leaders. When royalty is not present, the float remains visually complete through balanced design, patriotic décor, and strong central imagery.

Throughout the float, messaging such as “Built on Community” and “Sandy Rising” reinforces the idea that celebration, progress, and community strength are rooted in people coming together. The overall design emphasizes unity, joy, and shared celebration, honoring the past while highlighting the strength of community connection in the present.

Please provide references and photos of recent floats you have designed and built as part of your proposal. The chosen company will receive three payments. The following schedule for these payments is provided based on the approximate budget of $14,000: First payment of $6,500 will be a partial completion payment on a date decided on between City and Vendor. The second payment of $5,500 will be paid upon the float's timely delivery to Sandy City before 3:30 p.m. (MTN Time) May 25

- May 27, 2026. The final payment of $2,000 will be paid at the successful completion of the 2026 parade season.

The completed float must be delivered to Sandy City before 3:30 PM (MTN Time) on May 27, 2026.

The designer/builder will be responsible for all maintenance, upkeep, and repairs to their float design through the third week of August 2026, which is the end of the parade season. For each parade that is missed due to the fault or negligence of Designer, its employees, agents, or volunteers, the City will deduct $500.00 per parade missed, which will be taken out of the second and/or third paycheck to the

Designer.
