About this file
This is a Business Confidentiality Claim form issued by the Utah State Archives Office of the Government Records Ombudsman, applicable to the Salt Hauling RFP issued by Summit County, Utah. The form is used by bidders to protect trade secrets and commercial financial information from public disclosure under the Government Records Access and Management Act (GRAMA). Bidders responding to Summit County's salt hauling contract opportunity must submit sealed proposals to the Public Works Department at 1755 South Hoytsville Road, Wanship, Utah by 2:30 p.m. on Tuesday, September 8, 2026. The project requires delivery of approximately 3,000 to 6,000 tons of Redmond Salt and/or Morton Salt over two winter seasons from October 15, 2026 to April 15, 2028. Successful bidders must maintain equipment capable of delivering a minimum 250 tons and be able to deliver the required quantity within 24 hours of notification. Bids must be submitted on company letterhead identifying the cost per ton for delivered material and signed by an authorized company agent. Successful bidders must submit a certificate of insurance and execute Summit County's Standard Materials and Services Agreement. Bidders using the Business Confidentiality Claim form must submit both redacted and non-redacted versions of their proposals; failure to submit a redacted copy will result in no redaction by the Division of Purchasing. The claim must include concise statements of reasons supporting protection requests for trade secrets or commercial financial information. Contact information for questions is provided through Austin Prescott, Deputy Public Works Director, at (435) 336-3986 or (435) 640-3702.
