About this file
This is a Bidder Q&A Guidance document for the City of Harrisburg, Pennsylvania, outlining procedures for submitting inquiries related to the Fire Station Upgrades project. The Fire Station Upgrades project involves the interior renovation of two Harrisburg Bureau of Fire facilities: Station #1 at 1820 North 6th Street and Station #2 at 140 North 16th Street. The scope of work includes demolition and reconstruction of bunk rooms, restroom/showers, and offices at both stations, along with partitions, doors, interior glazed openings, architectural built-in casework, painting, plumbing fixtures, domestic water and sanitary waste distribution, HVAC redistribution, electrical service redistribution, and interior lighting. The project will proceed with partial owner occupancy, with the city maintaining operations in non-construction areas throughout the construction period. All bidders must submit questions through the PennBid.net platform, with responses provided within 3 to 4 business days where possible. Bidders are encouraged to submit questions early and review all supporting documentation prior to inquiries or site visits.
Bidders submitting questions must adhere to specific formatting requirements, including identification of the relevant bid package reference number, file name or title, and section reference in the subject line. Each inquiry should contain the relevant section or drawing number, a clear and concise question, and supporting information, with bidders required to submit unrelated questions separately to avoid multi-question submissions. The guidance document emphasizes that bidders should thoroughly review all bid documents twice before submitting inquiries and that responses and any resulting addenda will be issued group-wise to all bidders. The document does not address pricing terms, set-asides, funding sources, or contract renewal options, as these details fall outside the scope of the Q&A guidance document.
