About this file
This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County for True Tickets, a secure mobile ticket delivery and access control platform integrated with Tessitura CRM. The RFI seeks to procure a blockchain-based mobile ticketing service specifically designed to integrate with the existing Tessitura CRM system, with the goal of supporting ticket distribution, access control, patron data management, and reporting. The notice is valid from September 13, 2025, with comments due by September 22, 2025, before 9:00am Mountain Time. The proposed contract term is three years, with an option for continued renewals, and the estimated cost is $86,700.00.
True Tickets is being considered as a sole source vendor due to its unique, patented platform that offers blockchain infrastructure and certified Tessitura integration, which no other vendor can provide. The company's platform enables event organizers to enforce ticket transfer restrictions, combat fraud, track ticket lifecycle in real time, and offers a mobile-only ticketing solution certified by Tessitura Network. The procurement justification emphasizes that modifying another vendor's service to match these specifications would require extensive redevelopment and certification, making it impractical and cost-prohibitive. The contact person for this RFI is Michael Emery, JR., MBA, MS, and all submitted documents will be treated as protected records under the Utah Governmental Records and Access Management Act (GRAMA).

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
REQUEST FOR INFORMATION (RFI)
SALT LAKE COUNTY
Notice #: ART091125
Title: True Tickets - Secure Mobile Ticket Delivery & Access Control Platform (Integrated with Tessitura CRM)
The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
True Tickets provides a proprietary blockchain-based mobile ticketing service specifically designed to integrate with the Tessitura CRM system. Their platform offers secure, customizable control over ticket delivery, sharing, and access, ticket resale, enabling us as event organizers to enforce ticket transfer restrictions, combat fraud, and track ticket lifecycle in real time. No other supplier offers this combination of blockchain-based secure ticketing with certified direct Tessitura integration. Other mobile ticketing solutions lack the required level of API integration with Tessitura.
True Tickets is the only vendor that provides a mobile-only ticketing solution certified by Tessitura Network to integrate directly and natively with Tessitura’s CRM environment without third-party apps. The platform empowers venues to control ticket transferability, monitor ticket chain of custody, enhance data capture on attendees, and mitigate secondary market fraud, in which capabilities not available in combination from any other vendor.
No. True Tickets' patented platform is uniquely architected around blockchain infrastructure and certified Tessitura integration. Modifying another vendor’s service to match these specifications would require complete redevelopment, extensive certification, and new contracting with Tessitura, making it impractical and cost prohibitive.
The True Tickets platform must integrate with the Salt Lake County Arts & Culture’s Tessitura CRM and ticketing system to support ticket distribution, access control, patron data management, and reporting without disrupting current workflows. Tessitura CRM was competitively bid and contracted by Salt Lake County Arts & Culture in 2005.
