About this file

This document is a General Contractor Qualification Application issued by the Salt Lake City Department of Public Utilities for Phase 1 of the Beck Sewer Trunk Line Rehabilitation Project. The project involves Cured-in-Place Pipe (CIPP) rehabilitation within an existing 48- and 64-inch sewer trunk line, located between 800 North & 300 West to 1800 North & Beck Street. The qualification process requires general contractors to submit a comprehensive Statement of Qualifications (SOQ) through the Utah Public Procurement Place (BONFIRE) website, with the goal of selecting qualified contractors capable of completing the project. Contractors must demonstrate specific capabilities, including significant experience installing large diameter CIPP, having appropriate Utah contractor licenses, and possessing a minimum of $10.0 million in bonding capacity.

The qualification evaluation will assess contractors based on personnel qualifications, previous project experience, financial condition, and references. Key requirements include having a project superintendent with at least 5 years of CIPP rehabilitation experience who has supervised three projects totaling over 10,000 linear feet, and a project manager with similar extensive experience. Contractors must provide detailed documentation including project references, quality control and safety programs, and a work approach describing their methodology for pre-lining, lining, and post-lining measures. The project is set for August 2025, and the Salt Lake City Department of Public Utilities reserves the right to qualify contractors and modify the project scope and schedule, with qualification not guaranteeing contract award.
