About this file
This is a hazardous materials (HazMat) assessment letter from Air Quality Consulting LLC to the Utah Department of Facilities Construction and Management (DFCM) regarding Project #27082310 at the Academy Square Ogden Facility. The letter, dated April 22, 2026, confirms that a NESHAP (National Emission Standards for Hazardous Air Pollutants) report originally conducted by R&R Environmental on July 26, 2021, remains accurate and applicable to the proposed renovation project. The consultant visually verified that the materials tested in the original report have not changed since its completion, validating its continued use for planning purposes. The letter includes a contingency recommendation that if any previously untested materials are discovered during renovation work, construction should be halted and those materials should undergo testing using approved methodologies.
The letter is prepared by Scott Bainbridge (ASB-6822), General Manager of Air Quality Consulting LLC (ASBC-603), and addresses the renovation planning for an access control system replacement project with an estimated construction cost of $80,000.00. The correspondence supports the contracted work by confirming the baseline environmental conditions and hazardous material inventory, which is essential for contractor planning and compliance during the renovation of the aging access control system at the Academy Square facility.

Dear DFCM, I have reviewed the NESHAP report dated July 26, 2021, conducted by R&R Environmental and visually confirmed that the materials tested have not changed since this report was completed.
This report is still accurate for the renovation for Project #27082310. If any materials are found during a renovation that are not included in this report, we recommend that renovation work be stopped and those materials should be tested using approved methods.
