About this file

Summary

This is a Request for Proposal (RFP) specification document issued by Denton County, Texas, for the lease and full-service support of a countywide multifunction copier fleet. Denton County seeks a single awarded contractor to provide all equipment, installation, network integration, relocations, training, maintenance, service, warranty support, and related labor and materials for approximately 197 multifunction devices (print, copy, scan) currently deployed across multiple county facilities including administrative buildings, courts, detention facilities, healthcare departments, and public-facing offices. The County anticipates annual copy volumes of approximately 7,500,000 black-and-white copies and 1,100,000 color copies. The question deadline is June 3, 2026, at 2:00 p.m. CDT, and sealed proposals are due June 18, 2026, at 2:00 p.m. CDT at the Denton County Purchasing office. The contract term is 60 months from the date of acceptance of initial device installation, with the County's current Toshiba lease expiring January 31, 2027. The County reserves the right to accept or reject any proposal and intends to award based on evaluation criteria weighting price at 40 percent, technical approach and equipment at 25 percent, service and service-level agreements at 20 percent, and proposer qualifications at 15 percent.

All pricing must be firm fixed-price with no escalation adjustments during the contract term. The incumbent vendor is Toshiba, whose contract includes maintenance and repair services, toner and consumables (excluding paper), and service monitoring and support. No specific set-asides are mandated, though the County encourages historically underutilized business participation. All costs including supplies, delivery, installation, maintenance, software, data sanitization, equipment removal, and relocation services must be included in the proposed pricing with no additional fees permitted. Service response time requirements include four business hours for standard requests and two business hours for critical issues where no operational device is available. The County utilizes PrinterLogic for print management, Microsoft Active Directory for authentication, and Tyler Odyssey for court case management; devices must integrate with these systems. Contractors must provide evidence of $1,000,000 combined liability insurance, $1,000,000 automobile liability insurance, and $5,000,000 cyber liability insurance, along with compliance with cybersecurity requirements including annual security audits, HIPAA compliance where applicable, and DOD 5220.22-M data sanitization standards prior to device removal. Funding has been provided through the Denton County budget for the current fiscal year, with anticipated future obligations subject to budget approval.
