About this file
This Invitation for Bids (IFB #26-007) is issued by the Housing Authority of Salt Lake City (HASLC) for the replacement of two central chiller systems at its Riverside Apartments property located at 610 South 900 West in Salt Lake City, Utah. The project involves the removal of two existing approximately 30-year-old 90-ton chillers and their replacement with modern, energy-efficient equipment through a turnkey installation including engineering, permits, demolition, new equipment procurement, piping, electrical work, controls integration, startup, and commissioning. Bidders must provide separate pricing for each chiller under two distinct options: a modular system consisting of six air-cooled modular heat pump chillers or a single air-cooled/heat pump chiller alternative. HASLC requests phased pricing to allow for individual or simultaneous replacement depending on funding availability. The bid publication date was April 17, 2026, with questions due by April 24, 2026, at 5:00 pm MDT, question responses due by April 29, 2026, at 5:00 pm MDT, and bid submissions due on Monday, May 4, 2026, by 5:00 pm MDT. Site walkthroughs may be scheduled by contacting Frank Jugler at 801-389-7920. Bids should include a proposed project timeline accounting for fabrication, delivery, installation, startup, and commissioning, with all base bid work including a minimum 10-year parts warranty and a minimum 12-month preventive maintenance program.
Bidders must submit pricing for both base bid options for each chiller, alternate pricing for simultaneous replacement of both chillers under one mobilization, optional boiler and domestic hot water equipment upgrades, and extended warranty options. Bids will be evaluated based on lowest responsive and responsible bidder pricing, with HASLC reserving the right to award replacement of one chiller, both chillers, specific options, or any combination thereof based on available funding and best interest determination. A liquidated damages clause of $300 per calendar day applies for unexcused delays beyond the contract completion date. All bidders must provide proof of commercial general liability insurance ($1,000,000 per occurrence/$3,000,000 aggregate), comprehensive automobile liability insurance ($1,000,000), and workers' compensation insurance at statutory limits, with HASLC listed as an additional insured. Bidders must also submit certifications regarding debarment or suspension from federal programs, non-collusion affidavits, vendor information forms, and comply with Section 3 of the Housing and Urban Development Act of 1968 regarding job training and employment opportunities for low and very low-income residents. HASLC is exempt from Utah sales, use, tourism, and motor vehicle rental taxes for direct material purchases.

Each bidder is solely responsible for all costs borne and associated with the preparation and submission of a bid pursuant to this IFB and shall not be reimbursed by HASLC. Said costs may include (but are not limited to) labor, travel, materials, licenses, administrative expenses, and personal charges.

Procurement and Contracts Page 5 of 16
14. SECTION 3 BUSINESS CONCERN
Section 3 of the Housing and Urban Development Act of 1968, as amended, requires that recipients of HUD funds, to the greatest extent possible, provide job training, employment, and contract opportunities for low or very low-income residents in connection with projects and activities in their neighborhoods. The selected bidder is expected to comply with Section 3. 24 CFR Part 75 https://www.hud.gov/section3
15. EVALUATION OF BIDS AND BASIS OF AWARD
Bids received in response to this IFB will be evaluated to determine whether each bid is responsive to the requirements of the IFB, whether the bidder is responsible, and the lowest total bid price for the work solicited, taking into account the applicable base bid item(s), option(s), alternate(s), and any combination of such bid items identified in Attachment B for purposes of award. Award, if made, will be made to the lowest responsive and responsible bidder whose bid is determined by HASLC to be in its best interest.
A responsive bid is one that conforms in all material respects to the requirements of this IFB, including required pricing, forms, certifications, acknowledgments, and other required submittals.
HASLC may waive minor informalities or irregularities when doing so is in its best interest and consistent with applicable law. Before award, HASLC may investigate the apparent low bidder to determine responsibility, including the bidder’s financial resources, experience, personnel, equipment, technical skill, integrity, performance record, and ability to comply with the required schedule.
HASLC reserves the right to evaluate and award the replacement of one chiller, both chillers, one or more option(s) for either chiller, any alternate(s), or any combination of base bid items, options, and alternates., depending on available funding and HASLC’s determination of its best interest. HASLC further reserves the right to reject any bid, reject any or all bids, waive minor informalities or irregularities, and cancel this IFB when determined to be in its best interest. If only one responsive bid is received, award need not be made unless HASLC determines that the bid price is fair and reasonable and that re-solicitation is not likely to produce additional competition or would be untimely. Issuance of this IFB does not obligate HASLC to make an award or to pay any costs incurred by a bidder in preparing or submitting a bid.
16. LIQUIDATED DAMAGES
If the successful bidder fails to achieve Substantial Completion within the time required by the contract, the Contractor shall pay HASLC liquidated damages in the amount of Three Hundred
Dollars ($300.00) per calendar day for each day of unexcused delay until Substantial Completion is achieved.
For purposes of this Section, Substantial Completion means the point at which the work is sufficiently complete for HASLC to use the chillers for their intended purpose, even if minor punch-list items remain. The required completion date shall be the date established in the written contract, including any project schedule accepted by HASLC as part of the contract documents. Any extension of time must be approved in a written change order or written contract amendment executed by HASLC.
The parties acknowledge that delayed completion will cause damages that are difficult to calculate precisely, including operational disruption, administrative costs, and impacts on residents. The https://www.hud.gov/section3
Procurement and Contracts Page 6 of 16 liquidated damages stated above are therefore agreed to be a reasonable estimate of anticipated damages and are not a penalty.
Assessment of liquidated damages does not waive any other rights or remedies available to HASLC under the contract or applicable law, except to the extent such recovery would duplicate the liquidated damages.
17. QUESTIONS AND BID SUBMISSION
Questions regarding this IFB and bid submissions shall be submitted by the deadlines set forth in the
Bid Timeline. Bids and questions received after the applicable deadline may be rejected as late.
Responses to material questions and any addenda will be issued by HASLC in writing.
Please email all questions and bids to pedwards@haslcutah.org or using the Utah Public
Procurement portal (https://utah.bonfirehub.com) by the date indicated in the timeline above.

ATTACHMENT A - SCOPE OF WORK AND SPECIFICATIONS
Replacement of Existing Chillers – Riverside Apartments
This Invitation for Bids (“IFB”) is for the replacement of two existing chillers at the subject property.
HASLC requires bidders to provide pricing for the replacement of each chiller separately so that, if funding becomes available in phases, HASLC may proceed with replacement of one chiller first and the second chiller later.
Contractor shall provide a turnkey replacement of the existing central chiller system, including associated mechanical, electrical, and controls as described herein. All work shall comply with applicable codes and regulations.
The existing system includes two approximately 30-year-old boilers that share certain piping, separation, controls, and related components with the chiller system. Base bid work shall include only those modifications to shared piping, controls, valves, separators, electrical, and related appurtenances that are reasonably necessary to remove the existing chiller and install a complete, functional, code-compliant replacement chiller system. Replacement of boilers, domestic hot water equipment, and associated boiler-side equipment is not included in the base bid except to the extent expressly identified as an Alternate below.
Contractors may schedule a site walkthrough by contacting Frank Jugler at 801-389-7920 or fjugler@haslcutah.org.
