About this file
This Invitation for Bid (IFB UC26-15) issued by Uintah County Purchasing solicits sealed bids from qualified vendors to provide two identical Scale Computing hyper-converged infrastructure nodes or Scale Hypercore-certified equivalents to support the County's IT infrastructure. The County requires a single, comprehensive quote that may include hardware and hardware warranties from a certified original equipment manufacturer (OEM) such as Supermicro, Dell, or Lenovo, combined with software support and professional installation services from Scale Computing. Proposals must be received by 5:00 PM Mountain Time on November 13, 2026, and will be publicly opened on November 18, 2026, during the Uintah County Commission Work Session. The contract term is five years with 24/7/365 support coverage for both hardware warranty and software support services. No renewal options are specified in the document.
Bidders must provide pricing broken down by line item, including the hyper-converged server nodes (quantity 2), 5-year OEM hardware warranty (quantity 2), 5-year Scale software support (quantity 2), remote imaging service (quantity 2), and professional installation services (quantity 2), with all costs entered on the mandatory Pricing Bid Form. Hardware must meet or exceed the Scale Computing HC5450D specifications, including dual Intel Xeon Gold 5415+ processors, 256 GB RAM, 77.76 TB raw storage capacity configured with 3 NVMe SSDs and 9 NL SAS HDDs, and redundant 10/25 GbE networking. The County is a tax-exempt government entity and therefore sales tax should not be included in bid pricing. Bidders must also submit a completed Vendor Information Form and demonstrate compliance with all mandatory minimum requirements; failure to do so will result in a non-responsive bid. The County reserves the right to reject any or all bids and has indicated there is no implicit or explicit guarantee that the project will proceed.

Mandatory Minimum Requirements
The following are Mandatory Minimum Requirements that MUST be met or exceeded and be specifically addressed or referenced in the submitted bid to be eligible for consideration. If the following bullet points are not addressed, the offeror will be considered non-responsive.
● Completed Attachment 1 – Pricing Bid Form
● Completed Attachment 2 – Vendor Information Form

The Bid Form referenced in Section 4 will be the sole pricing document used by the Purchasing Department to evaluate bids and determine the lowest/best value responsive bidder. Blanket or non-specific designations (e.g., a general statement applying to the entire proposal) shall not be sufficient and will not bind the County.
Suppose an entire page contains only confidential material. In that case, the Contractor must clearly label the top and bottom of the page with the appropriate designation (e.g., “CONFIDENTIAL – CONTAINS TRADE SECRET”), along with a justification or reference to the applicable confidential content. The County reserves the right to determine the validity of any such designation.
Pricing and service components of the successful proposal will not be considered proprietary. Suppose disclosure is required under the Utah Government Records Access and Management Act (GRAMA) or any other applicable law. In that case, the County shall not be held liable for the release of such information, even if marked confidential.
Failure to Agree. If the County and the selected Contractor cannot reach a satisfactory agreement, the County reserves the right to terminate negotiations. In such an event, the County may initiate negotiations with the next lowest responsive and responsible bidder, or, at its sole discretion, reject all bids and issue a new Invitation for Bids.
Right to Reject. The County reserves the right to reject any and all proposals. In addition, the County will not reimburse costs associated with the preparation or presentation of the proposals.
