1. Are the requested services for this contract required to supplement existing services being performed by government employees who are FPS Federal Protective Officers (FPO)? If so, will those government employees (FPSO’s) have oversight over our employees?

· No and No

2. Will there be other security companies performing similar duties at each site?

· Presently unknown

3. Will a weapons and ammunition storage container be available at each site?

· Irvine – yes. All others, no

4. In the interest of cost containment, for those sites that have between one (1) and four (4) Security Guard requirements, will the contractor be allowed to use their Shift supervisor to provide a break for the assigned Security Guard?

· Yes

5. Exhibit 1 – Post orders States “All guards shall meet the requirement for Guard II, however not all guards will carry a firearm while on duty”. It appears from the chart that all four (4) locations require Armed Guards. Is it the intent of the government that all Guards for this requirement be armed?

· All guards must be capable of carrying a firearm. The program office ultimately will determine whether armed guards are needed.

6. Are any of the posts identified in Exhibit 1 required to be staffed on Holidays? If so, which ones?

· The Midwestern Field Office (Cleveland) does not require regular guard services on Federal observed holidays. However, should occasional field office operations warrant guard services over a holiday or weekend, the Government would expect to compensate the vendor at the regular contract hourly rate. All others – no.

7. Section “B” Supplies & Services Lists Productive hours for all Four (4) sites, which correspond to Hours listed in Exhibit 1 based on Duty hours and Daily hours and duty days. We have calculated each requirement using the following formulas:

8.5 hours per day time 5 days per week times 52 weeks = 2.210 hours per year you have 2,200 Post 2

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Post 2A

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Post 3

6.0 hours per day times 5 days per week time 52 weeks = 1560 hours per year you have 1550 Post 3A

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Post 3B

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Post 4

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Post 4A

8.0 hours per day times 5 days per week time 52 weeks = 2080 hours per year you have 2070 Are the hours that the government requested correct and if so, who stands the Post for the ten (10) hours missing at each site?

· It is anticipated that the hours are the maximum that shall be needed at each post. Not all factored by the program office. Offerors should use the hours stated in the RFP when factoring their cost proposals.

8. Are there incumbent contractors at any or all of these sites? If so, at which sites?

· Yes – at all sites

9. The government provided a DOL WD for each site. If there are incumbent contractors at a site are any of their employees covered under a CBA union agreement? If so, which sites?

· No

10. Exhibit 2 indicated that the contractor must supply Nextel Direct Cellular phones and a base station at the Security Central. Please provide the manufacture and model number of the base station required.

· Arlington: Direct Connect to Nextel: NOT in such terms. I would require that a guard be reachable as necessary and should be required to have a cell phone so that he/she can be reached at the discretion of the management.

· Cleveland: Guard Communications: The field office requires eight (8) contractor-provided portable audio communications devices that enable instant communication throughout OMHA-leased office space (currently floors 4, 12, and 13 of this office building). The vendor shall supply and maintain the equipment, including property management control and inventory, periodic checks and maintenance, and replacement when inoperable. These contractor-provided devices will be issued to on-duty security guards and key OMHA staff for coordination and control of security and emergency functions/operations.

· Irvine and Miami do not require Nextel Direct

11. Is parking provided for contractor personnel at each site? If not where is the nearest available parking. Is parking free or does the contractor or employee have to pay for it. If parking is not free what is the daily, weekly, monthly rate?

· Arlington: At the Mid-Atlantic office (1700 North Moore Street, Arlington, VA) parking is available for contractors/employee. The employee is responsible for payment. Only senior staff (ALJ, HOD) and handicapped are provided payment. The cost in the building is $147.00 per month-but there is a long waiting list. If in before 8 AM it is $9.00/day otherwise $11.00. There are several other parking facilities within 1-2 blocks ranging from $5.00-$9.00/day. Monthly charges for the area range from $120.00-147.00.

· Cleveland: The Government does not pay a direct cost for contractor parking nor do we provide parking passes for contract personnel. The regular daily rate is $12.00 for parking in the (Standard Parking 216-589-9050) garage attached to this building; monthly rate (non-reserved) is currently $195.00. Other parking garages/lots within walking distance range in cost from $6.00 – $12.00 daily. Monthly rates Monthly parking passes are available at garages with about 10 percent savings over regular daily rates. There is no local free parking.

· Miami: We will not provide free parking for contractors or employees. Employees are responsible for paying their own parking. The building has a parking garage at a monthly rate of $136 and there’s a parking lot available across the street at $120 a month (this amount can fluctuate without notice).

· Irvine: Yes, parking is free of charge in Irvine.

12. The government has asked for a mobilization plan, but has not defined the period for Transition from an incumbent employer. Also, the government has not provided a method of funding transition. Will the government propose a 30 or 60 day transition? What method does the government propose to fund transition?

· Transition costs should be a line item in budget proposals, and should be 30 days.
