About this file
This is a Technical Response exhibit form from the Oklahoma Department of Management and Enterprise Services (OMES) Central Purchasing division for a statewide contract opportunity to supply books, e-books, multimedia, testing materials, periodicals, digital platforms, and related products to public-sector and institutional customers including library systems, schools, correctional facilities, and government agencies. Bidders must respond to detailed technical questions addressing company qualifications and experience, servicing locations, current institutional customers, and specific categories of materials they intend to supply. The document requires clear, direct responses to all questions, with failure to respond potentially resulting in a non-responsive bid determination. The solicitation encompasses multiple product and service categories including general books, legal and scientific publications, testing materials, periodicals, multimedia products, digital learning platforms, subscription management, research databases, and shelf-ready processing services.
Pricing methodology responses must detail proposed pricing structures demonstrating fair market value compliance, bulk order discount structures with qualifying thresholds, rebate or incentive offerings, and any value-added products or services. Bidders must confirm their ability to meet all mandatory specifications outlined in the contract, including catalog and customer service requirements, account management protocols, price verification and auditing processes, content standards and compliance measures, and digital content update schedules. Additionally, if product offerings require access to sensitive data such as student records or testing scores, bidders must agree to comply with the state's non-negotiable IT terms and conditions, complete OMES security screening for Authority to Operate certification, and demonstrate compliance with FERPA, COPPA, FTC, HIPAA, and other applicable data privacy laws. Responses must also address delivery and shipping procedures, back-order notification processes, and return and substitution standards.
