About this file

This document provides guidance on submittal requirements for federal construction contracts. It outlines specifications for submitting documentation such as shop drawings, product data, test reports, certificates, and operation and maintenance manuals. Designations indicate whether submittals require approval from the government, designer of record, or are for information only. Contractors must ensure compliance with all applicable Buy American and trade agreement statutes. Submittals are managed through the resident management or quality control system and logged in the submittal register. No construction can proceed until required submittal reviews and approvals are obtained. The guidance standardizes designations for government approval, designer approval, government conformance review, and information-only submittals. Contractors and their designers of record must revise construction specifications accordingly.

The related federal contract opportunity is a solicitation to demolish fueling equipment and associated infrastructure at two service stations, POL-2 and POL-3, at Fort Pickett Army National Guard Maneuver Training Center. The solicitation will close on September 20, 2021 and is restricted to women-owned small businesses. The project includes demolishing underground storage tanks, fuel dispensers, canopies, and a truck fillstand at the two locations. Facilities will be returned to the installation. The contractor must commence work within 10 days of notice to proceed and complete the work within 330 calendar days. Performance and payment bonds are required, and the estimated construction cost is between $500,000 and $1,000,000. Questions should be directed to the specified Army Corps of Engineers contract specialist.

ATTACHMENT C - SUBMITTAL PARAGRAPH REQUIREMENTS

The below listing is an example of a typical submittal paragraph modified for use in the Unified Facilities Guide Specifications (UFGS) or other template guide specifications furnished and the Submittal Requirements below. Bold and shaded text below shall be added to the submittal paragraph in each design specification section.

Submittal Paragraph Revision (in bold text)

1._ SUBMITTALS

Government approval is required for submittals with a "G" designation; Designer of Record Approval is required for submittals with a “D” or , “R” or “A” designation; submittals not having a "G", “D”, or “R” or “A” designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

Sample Submittal Items List (Not Project Specific):

SD-02 Shop Drawings Offload Pumps; D.

SD-03 Product Data Offload Pumps; D.

SD-06 Test Reports Certified Test Curves

SD-07 Certificates Offload Pumps; D.

SD-10 Operation and Maintenance Data Operation and Maintenance Manuals; D.

Submittal Requirements:

The Contractor is responsible for total management of his work including approval, scheduling, control, certification of all submittals and compliance with all applicable Buy-American and Trade Agreement Statutes clauses. The submittal management system (Resident Management System or Quality Control System) is intended to be a complete system for the Contractor to use to control the quality of materials, equipment and workmanship provided by manufacturers, fabricators, suppliers and subcontractors. Review each submittal for contract compliance. This review is based on the construction drawings and specifications. Compliance with all applicable Buy American and Trade Agreement Statutes Clauses is to be included in this review. The Contractor must provide the country of origin on ENG Form 4025 for each item submitted. Submittals that comply will be forwarded to the Government. Submittals that do not conform will be returned to the originator to be corrected. The Submittal Register (ENG Form 4288) will be utilized to log and monitor all submittal activities. No construction or installation activities are to be performed until required approvals and Government Conformance or approval reviews of applicable submittals have been made. Check to assure that all materials and/or equipment have been tested, submitted and approved during the preparatory phase of quality control inspections. Coordinate all submittals with the Contractor's Designer of Record (DA). Approval by the Contractor's Designer means that the submittal is in compliance with the Construction Set design submittal.

The Unified Facilities Guide Specifications (UFGS) default submittals are “G” and For Information Only. The Contractor and Designer of Record shall use the following SpecsIntact Construction Submittal Paragraph Designation Codes. Revise the default UFGS designations with the guidance provided below.

Specification Guidelines:

Submittals for only Government Approval (Use only when directed).

Government Approved (GA) Submittals. Government approved submittals should be limited to those items specifically identified as “G” in the MATOC Contract, the request for proposal (RFP) and as directed by the Government. Typical examples are listed below.

(a) Examples of GA submittal items include contractor quality control plans, design quality control plans, accident prevention plans, environmental and storm water pollution prevention plans, preliminary and initial (baseline) project schedule, changes to approved schedules, schedule updates, structural interior designs and furnishings, color selections, as-builts, final building information models, warranty management plans, all variations from the contract (including deviations from the RFP and the contractor's accepted contract proposal), and the initial and updated submittal registers. These submittals require approval by the Contractor and/or Designer of Record prior to submitting for Government Approval.

(b) Reviews of contractor's designs may include mandatory reviews by Mandatory Centers of Expertise (MCX), Technical Centers of Expertise (CX) and Centers of Standardization (COS) when required by policy. Note: all deviations from the contract are also classified as submittals that require Designer of Record (DA) approval. In select cases where the government should assume approval authority for a critical item or system (e.g., an intrusion detection system requiring government approval and/or test inspection), the government will designate these submittals as requiring government approval (GA). Otherwise, the contractor's Designer of Record (DOR) is responsible for assuring technical compliance with the contract requirements and complete conformance to the required building codes and standards of design.

The Government may designate a submittal reviewer for “G” Government Approval submittals. Submittal reviewer classifications are listed below.

DO - District Office A - Government Acceptance by Project Engineer CR – Government Conformance Review AO - Area Office or other designated Government Office PO – Project Office RO - Resident Office S - for inclusion in the Sustainability Notebook

Construction Submittal Designation Codes:

The Contractor and Designer of Record shall use the following SpecsIntact Codes. Revise the default construction submittal designations in the UFGS with codes below. Reference to “Government Approval” in the body of the technical specifications shall also be changed to reflect these D-B SpesIntact code descriptions (i.e. Designer of Record Approval). The Government assumes that the 65 percent design and 100 percent design submittals requires Government Conformance Review “CR” after Designer of Record and Contractor review and approval process, unless directed otherwise or Government Approval is required. All submittals including For Information Only (FIO) submittals require approval by the Contractors Quality Control System Manger (CQCSM). For new Division 01 edited, Division 02 and above sections, change all “G” submittal designations to “D”, except where directed to use “R”. The Designer of Record may identify additional “D” submittals. All MATOC Division 01 Sections “G” submittals require Government acceptance, except for Design Submittal packages, which are “C” submittals. The Designer of Record decides which submittals need to be “D”, “A” or “R”. The Government reserves the right to review such designations during design review and provide comments to remove or add submittals which require Government review. .
