Agencies reviewing documents are listed above. All documents must contain an index of contents. All design work must be 100 percent complete when the 100 percent design is submitted. Design work must not continue during the review period for the 100 percent design submission (review by the Government agencies). Transmit all submittals by DrChecks, express mail/secure ftp site/CD or DVD ROM. Originals or electronic copy of transmittal letters should be sent to the U.S. Army Corps of Engineers, Omaha District and copies should accompany each design package. Transmittal letters shall indicate distribution by use of the "ATTN" code shown in the address. Design document set includes the items listed above. Some of the Construction submittals are also listed. Design submittals must be submitted as a complete package. The distribution listed above also applies to all design reviews and design package accepted for construction. Electronic view only versions are acceptable for submittal.
See paragraph Review Comments below for annotation of comments, disposition of comments and meeting minutes. Do not wait until the 100 percent design submittal to resolve any technical issues.
(b) If the Government requires more time than the 20 days given, prior to the review conference(s), the Contractor will be granted an extension of time equal to the number of calendar days of delay.
3.2.2 Review Comments:
For each design review submittal, the Contractor will be furnished comments from U.S. Army Corps of Engineers, Omaha District and other agencies involved in the review process approximately 20 days after receipt, unless indicated otherwise. Review conference (telephone or formal at the installation) for the 100 percent design submittals will be held approximately 20 days after receipt. If the Contractor disagrees technically with any comment or comments and does not intend to comply with the comment, he/she must clearly outline, with justification reasons for noncompliance at the design review conference in order that the comments can be resolved. Annotated comments, including the disposition of all comments must be furnished within ten (10) workdays of the review conference and recorded in the Contractor prepared Meeting Minutes. The Government intends to utilize the DrChecks review system, which is available at:
https://www.projnet.org/projnet/binKornHome/index.cfm for processing review comments and responses. See Attachment G – Tracking Comments in DrChecks. Submit Contractor prepared Meeting Minutes in DrChecks or emailed to individuals shown in paragraph “Project Requirements” above.

A formal conference (physical meeting) is not scheduled for the 100 percent design submittals but may be requested. A formal conference is required for the Pre-Construction/Kick Off and Pre-Design Meetings.
The Government plans to conduct a teleconference to address design review comments. The Government may forgo the teleconference if responses and actions taken via DrChecks are deemed adequate by the Government reviewers. However, if the Contracting Officer determines that a formal meeting or additional meetings deemed necessary are required to resolve issues or address concerns, time(s) and location(s) must be arranged.
Government personnel will use DrChecks to send review comments to the Contractor for discussion and resolution prior to the design review telephone or formal conference, if required. Copies of comments, annotated with comment action agreed on, will be made available to all parties before the design review conference adjourns. Unresolved problems will be resolved by immediate follow-on action at end of conferences. Valid comments must be incorporated. Upon satisfactory Government review of the 100 percent design documents, the U.S. Army Corps of Engineers, Omaha District will formally provide Government acceptance necessary to initiate construction. The Government, however, will not accept design document submittals, if such submittals are either incomplete or deficient. In this case, every effort must be made during follow-up action between the Contractor and the U.S. Army Corps of Engineers, Omaha District to resolve conflicts and problems such that documents can be fully accepted. The Government will not allow time extensions for final submittal(s) that are incomplete or deficient, requiring correction by the Contractor and re-submittal for review. Submit to the Contracting Officer within ten (10) workdays, electronic copies of meeting minutes summarizing major decision points and issues which require resolution and the action office. Annotated comments must be attached to these minutes.
3.2.6.2 Complete Design Documents
