About this file
This is Addendum #3 to the Sites Paving Project for Franklin County, Virginia, issued on March 25, 2026, which modifies the bid documents for a county-wide paving initiative. The project encompasses paving four sites totaling approximately 8,475 square yards with an estimated 2,300 tons of asphalt, along with minor grading work and slurry seal application. The addendum introduces revisions to the Bid Form and provides clarification regarding the 1,000 cubic yard estimate of 21-A stone, which accounts for situations requiring additional subbase stone to achieve the desired 8-inch depth as determined by the geotechnical engineer during construction. The mandatory Pre-Bid Conference was held on Monday, March 2nd at 11:00 AM at the Franklin County Administration Building, with sealed bids due by 2:00 PM on Monday, March 9th at Franklin County, Attn: Corey White, 1255 Franklin Street, Suite 111, Rocky Mount, VA 24151. Contract documents are available for examination by appointment at Engineering Concepts, Inc., 94 Greenfield Street, Daleville, Virginia 24083, with hard copies available for $75.00 (non-refundable) and digital copies available at no charge via email to bwampler@engineeringconcepts.com.
The addendum adds two new line items to address excavation scenarios: material excavated that can be wasted onsite (expected only at Windy Gap and Webster Road sites) and material that must be hauled to the landfill. Onsite waste material requires seeding and straw application following placement at the project property. Bidders must comply with Virginia Code Section 54.1-1112 and clearly mark bid envelopes with the contractor's license number. The Owner reserves the right to negotiate with the apparent low bidder if the bid exceeds available funds. For additional information, bidders should contact Mr. Bobby Wampler at Engineering Concepts, Inc., (540) 473-1253.

Addendum #3 Site Paving Projects
This addendum is hereby made a part of the bid documents for the referenced project.
Bid Form:
A revised Bid Form has been attached with the following changes:
1. Added line items for the following pay items:
o Onsite Waste Material Placement
Requests for Clarification:
1. Please provide further clarification what the 1,000 CY of 21-A stone entails.
• As a Unit Price bid, the project includes an estimate of 1,000 CY of 21-A stone to account for situations where additional subbase stone will be required to meet the desired stone depth of 8”. The determination for additional stone will be made in coordination with the geotechnical engineer’s inspection and recommendation during construction. In situations where stone is only needed to be added to existing surfaces, the line item for 21-A is expected to account for providing, placing, rolling, and compacting the 21-A stone.
• In situations where the existing stone needs to be excavated to a depth to allow for installation of additional stone due to matching an existing adjacent elevation like a compactor pad, building, or existing pavement elevation, line items have been added to account for that work:
A. Material excavated that can be wasted onsite has been added to the bid form. This line item will account for excavating to required subgrade elevation and placement within the project property as coordinated with the Owner. Because the excavation would be required due to inadequate stone depth, the placement of material is expected to be mostly soil and will need to be seeded and strawed. Only the Windy Gap and Webster Road sites are expected to have the opportunity to waste material onsite.
B. Material excavated that cannot be wasted onsite will be hauled to the landfill. This line item will account for the excavation of material to required subgrade and hauling to the landfill.
