About this file

This is Addendum #2 to the bid documents for the Sites Paving Project for Franklin County, Virginia. The addendum modifies the original project scope and bid requirements established for the four-site paving project. The revised project consists of approximately 7,671 square yards of full-depth pavement and 2,424 square yards of 2-inch pavement overlay, estimated at 2,350 tons of asphalt, with additional minor grading work to connect existing paved lots and perform patch and crack repairs. The original bid due date of March 9, 2026 at 2:00 PM has been extended to April 10, 2026 at 2:00 PM. A mandatory pre-bid conference was held on March 2, 2026. The addendum removes the slurry seal of Play Lane from the project scope and adds eight new line items to the bid form: tie-in milling, full-depth patch repair, crack sealant repair, crack mill repair, and waste material hauling for four locations (Windy Gap, Burnt Chimney, Play Lane, and Webster Road).

The addendum provides technical clarifications and specification updates across four drawing sheets, including confirmation that the pavement overlay depth is 2 inches as listed on the revised bid form, revision of edge milling limits, and specification that a minimum of 2 feet of pavement shall be provided around concrete pads. The addendum clarifies that 21-A stone placement will be 8 inches in depth based on field conditions and geotechnical engineer testing, with the exact quantity varying by site. The County will engage an independent qualified testing agency to perform field inspections, tests, and prepare test reports. Contractors shall comply with Virginia Code Section 54.1-1112 regarding bid information requirements, and bid envelopes must be marked with the bidder's contractor license number. Contact for additional information is Mr. Bobby Wampler at Engineering Concepts, Inc., (540) 473-1253.

Requests for Clarification:

1. Is the required overlay 1.5" as stated during the Pre-Bid Conference, or #2 as listed on the bid form?

• Overlay is 2” as listed on the bid form. This has also been added to Sheet 3 to clarify the depth.

2. Please clarify what the 1,000 CY of 21-A stone entails.

• The desired stone depth for the site paving is 8” of 21-A. The exact stone depth is unknown and likely varies at each site. The amount of 21-A that will be required to be placed, if any, will be dependent on field conditions and testing by the geotechnical engineer. The contractor will be required to excavate to the required depth and place compacted 21-A stone. Please note there is now a line item for waste material hauling which we expect will be used for the excavated material for any stone placement.
