About this file
This document is Amendment 0001 to Solicitation 030ADV26R0025, issued by the Library of Congress Contracts and Grants Directorate on March 10, 2026.
The amendment makes four administrative corrections and additions to the original solicitation: it corrects the contracting officer's email address (crvega@loc.gov) in Section L and related attachments; modifies instructions for questions submitted after the Q&A deadline to indicate the Library will continue evaluating questions received after the deadline and may issue answers if in the Library's interests; adds language to Section M noting that proposals may be reviewed by staff from both the Library of Congress and the Cleveland Public Library; and adds Attachment J7 containing Library answers to previously submitted questions. The amendment does not change the proposal deadline. Proposals must be submitted electronically to Contracting Officer Cristina Vega and Contract Specialist Kevin Barnes by the response date specified in the original solicitation. Questions must be submitted using the provided template by 11:00 AM E.T. on March 5, 2026. The solicitation seeks proposals for designing and implementing an interactive museum exhibit, with a firm-fixed price budget of $394,100.00. Offerors must submit four proposal volumes: Corporate Experience (describing two similar projects), Past Performance (with references), Technical Approach/Staffing (up to 15 pages), and Price (in Excel format). Award will be made based on best value considering Corporate Experience (most important), Past Performance, Technical Approach/Staffing, and Price (significantly less important), with particular favor given to offerors demonstrating experience with cultural heritage materials, interactive museum exhibitions, and interactive design elements involving physical control mechanisms and microcontroller firmware development.

SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
Section L
Offerors must comply with the submission instructions stated herein. If the proposal does not comply with the submission instructions for the method of submission, as well as format and content, the Offeror may be ineligible for award.
L.1 Submission Instructions
All proposals for the procurement shall be submitted electronically via email to the Contracting Officer Cristina Vega at crvega@loc.gov and the Contract Specialist Kevin Barnes at kbarnes@loc.gov no later than the response date specified in the solicitation. Offerors must comply with the submission instructions specifying the format and content of the proposal. If the proposal does not comply materially with the submission instructions, the Library reserves the right in its discretion to determine that the offeror is ineligible for award.
L.2. Clarification Questions
Questions related to this solicitation must be submitted using “Attachment J2 - Questions 030ADV26R0025” and emailed with the email title and file name "[INSERT OFFEROR NAME] Questions - 030ADV26R0025" to the Contracting Officer Cristina Vega at crvega@loc.gov and the Contract Specialist Kevin Barnes at kbarnes@loc.gov no later than 11:00 AM E.T. on 3/5/26. The Library will provide answers to questions of a substantive nature to all offerors. The Library will not guarantee answers to questions received after the required question submission date/time, but will continue to evaluate questions received after the submission deadline and may issue answers if it is in the Library’s interests.
The Library will make early drafts of potential experiential concepts available to interested offerors. Offerors who wish to be provided with those draft concepts must request them via email to the Contracting Officer Cristina Vega at crvega@loc.gov and the Contract Specialist Kevin Barnes at kbarnes@loc.gov no later than the question deadline identified above.
L.3. Proposal Format
Proposals shall be submitted electronically. Separate electronic files shall be provided for each proposal volume as follows:
Volume 1: Corporate Experience
Volume 2: Past Performance
Volume 3: Technical Approach / Staffing Volume
Volume 4: Price
The format for all Non-Price Volume sections must be in either MS Word or Adobe PDF formats 8.5 x 11 inch pages, single-spaced, 1-inch margins, 12-point font in text using a legible font (headers, footers, headings, figure captions, tables, charts and graphs are permitted to have smaller than 12-point font but no smaller than 8-point font text). Each page must be numbered and labeled with the name of the offeror, the solicitation number, and proposal section number. Offerors shall submit their proposal volumes with a file name which clearly identifies the offeror providing it and which volume it contains. Price proposals must be submitted in MS Excel format. The cover page of each volume must contain the offeror’s name and Unique Entity Identifier (UEI).
L.4 Non-Price Volume Contents
L.4.1 Volume 1 - Corporate Experience Offerors shall submit descriptions of 2 projects performed for commercial and/or government clients in the past five (5) years. At least one of the projects submitted must have been completed prior to proposal submission. If the other submitted project is ongoing, the offeror must articulate the degree of completion at the time of proposal submission.
At least one of the projects submitted must have been performed by the prime offeror (as opposed to subcontractors or partners). Submitted projects shall be similar in scope and complexity to the services required by the Statement of Work. The offeror shall provide an overview of the technical requirements worked, date(s) of performance, the total dollar amount of the contract, and the results achieved. Offerors’ narratives for each corporate experience project shall not exceed two pages in length and the full corporate experience volume shall not exceed four pages in length. The cover page of the volume is excluded from this page limit.
L.4.2 Volume 2 - Past Performance
A past performance reference must be provided in the past performance volume for each of the corporate experience examples provided in Volume 2- Corporate Experience. The reference must be able to comment on the quality of the offeror’s work during the performance of the offeror’s corporate experience example.
The past performance volume must include the following information for each reference:
a) Customer name, address, email address, and telephone number;
b) Contract number, period of performance, and total dollar amount;
c) Point of contact for the contract (names and telephone numbers of the CO and CO’s technical representative, or equivalent roles for contracts in the private sector);
d) The geographic scope of the contract;
e) Reference Point of Contact’s name, email address, and telephone number; and
f) Reference Point of Contact’s role in the contract. Offerors must provide enough information for the Library to assess the reference point of contact’s ability to evaluate the offeror’s performance.
Offerors shall send Attachment J4 – Past Performance Questionnaire to the reference point of contact for each of the reference they provide in their past performance volume. Offerors shall instruct the reference point of contact to return the completed questionnaires directly to the Contracting Officer, Cristina Vega at cvega@loc.gov and the Contract Specialist, Kevin Barnes at kbarnes@loc.gov by the due date for proposals. Section 1 of the past performance questionnaires should be completed by the offeror. The other sections of the past performance questionnaires must be completed entirely by the offeror’s reference point of contact. Offerors may not participate in the completion of past performance questionnaires beyond the steps described in this paragraph.
The past performance volume of the proposal is limited to 1 page per reference provided. A cover page, table of contents, and past performance questionnaires are excluded from the page count.
L.4.3 Volume 3 – Technical Approach / Staffing
Offerors shall submit a narrative which describes how the offeror will approach the requirements of this solicitation.
Offerors shall describe an approach to managing performance and shall propose effective means by which the Library can measure success. The Technical Approach section shall include a description of the offeror’s unique approach, resources, reporting process, and responsibilities. The Technical Approach volume must show the Offeror’s understanding of the Library’s requirements and demonstrate that the offeror can provide the services required under the contract with specific references to the SOW. The level of effort described in the Offeror’s technical approach must be consistent with or exceed the requirements described in the solicitation. Offerors shall not merely restate the solicitation requirements but instead present a rational methodology for fulfillment of the requirements. Proposals that merely restate the solicitation requirements may be evaluated as unacceptable.
Offerors shall, as part of their technical approach volume, provide a staffing plan showing their proposed team composition. The offeror’s staffing plan shall include a description of the roles to be performed, expected relationship to the offeror (direct employee, subcontractor, or employee of a teaming partner per section L.5), and what level of experience is expected to be required for each role. The staffing plan, or other elements of the Technical Approach Volume, shall explain how the roles described in the plan will meet the specific needs described in the Statement of Work in section C. Offerors need not have identified the individual who will fill every role in the staffing plan, but must articulate the approach the offeror will use to fill any role for which an individual is not identified. Key personnel in section C.3.2, however, must be individually identified in the staffing plan and a resume must be provided for each key personnel.
The full Technical Approach Volume shall not exceed 15 pages in length. The cover page, table of contents of the volume, and key personnel resumes are excluded from this page limit.
L.5 Pricing
This is a grant-funded requirement. The Library’s available funding, and pricing for this Firm-Fixed Price contract is $394,100.00. The Library desires to receive the highest quality services it can within that price point and would prefer to spend its entire budget on the development and implementation of a higher quality exhibit rather than reduce that price. As a result, all offerors must present in their proposals the best value to the Library that they are capable of providing within that price point. Offerors are encouraged to assume a $394,100 fully-loaded, firm-fixed price, including all travel, in their proposals.
Offerors must propose pricing for each of the line items defined in section B. Because the funding ceiling for this grant-funded requirement cannot be exceeded, offerors are required to propose a pricing structure which appropriately balances the planning and design phases (CLINs 1 - 3) and the production and deployment phases (CLINs 4 – 7).
Offerors must submit a price proposal in the form of a separate Excel spreadsheet that details the complete labor mix (list of labor categories, hours, and fully loaded rates) and any other costs to support their firm-fixed price. Offerors’ price proposal must be consistent with the staffing plan and technical approach to enable a determination of price reasonableness. The price volume does not have a page limit.
L.6 Teaming / Subcontractor Agreements (No page limit)
Offerors are encouraged to subcontract or team with other entities as necessary to ensure sufficient expertise to meet the requirements in section C.
If the offeror is proposing the use of subcontractors, consultants, or related entities as part of their past performance, corporate experience or staffing plan, the proposal must include duly executed teaming agreements or subcontractor agreements by the parties of the offeror’s team. Letters of commitment are acceptable examples of agreements and are considered agreements for the purpose of responses to this solicitation. If submitted, letters of commitment shall include, at a minimum:
1) Signatures of the principals and/or owners of the respective parties and
2) Statements on the division of tasks, relationship of the parties, and responsibilities of parties.
Agreements and/or letters of commitment must state that they are valid and in effect for the full period of performance defined in section B.
030ADV26R0025 0001 Section M
SECTION M - EVALUATION FACTORS FOR AWARD
M.1 Evaluation Methodology & Process
Award will be made to the offeror whose proposal is determined to represent the best value to the Library after consideration of all evaluation factors.
A “trade-off” analysis approach will be performed through an integrated assessment of price and non-price factors.
Note: The term “offeror” shall be construed to include subcontractors, consultants, and related entities in an offeror's proposal.
M.2 Evaluation Factors
Best Value will be determined through the evaluation of the following factors listed in order from most to least important:
Factor 1 – Corporate Experience
Factor 2 – Past Performance
Factor 3 – Technical Approach/Staffing
Factor 4 – Price
The non-price factors are significantly more important than price.
This is a grant-funded requirement. The Library’s available funding for this Firm-Fixed Price contract is $394,100.00. The Library desires to receive the highest quality services it can at that price point. As a result, all offerors should present in their proposals the best value to the Library that they are capable of providing at that price point.
Proposals may be reviewed by staff from both the Library of Congress and the Cleveland Public Library.
M.2.1 Factor 1 – Corporate Experience
Corporate Experience.
The Library will evaluate the offeror’s Corporate Experience volume to assess the extent to which it demonstrates the offeror has the expertise and proven ability required to provide the services required in this solicitation. The Library will evaluate the offeror’s proposal for likelihood of successful performance as demonstrated by the offeror’s submitted projects providing services of similar scope and complexity.
If an offeror chooses to submit an ongoing project as one of their corporate experience examples, they will be evaluated only on the parts of the project which have already been performed. Offerors may be rated less favorably if they provide an ongoing corporate experience example for which the work performed at time of submission is not sufficient to demonstrate the offeror’s experience in performing work similar to the requirements defined in this solicitation.
An offeror’s Corporate Experience volume may be rated more favorably if it demonstrates experience with cultural heritage materials, creative use of A/V elements, or fabrication of bespoke A/V components. An offeror’s Corporate Experience volume may be rated more favorably if it demonstrates relevant experience which was performed for interactive museum exhibitions for cultural heritage organizations, science museums, or similar organizations. An offeror’s Corporate Experience volume may be rated more favorably if it demonstrates knowledge and experience of designing exhibits with interactive elements involving physical control mechanisms (buttons, switches, knobs, sliders, etc) as well as experience in microcontroller firmware development.
M.2.2 Factor 2 – Past Performance
The Library will review past performance information to determine the offeror’s likelihood of success in performance of the requirements described in the statement of work. The Library will also evaluate any risks demonstrated by the offeror’s past performance.
The Library may use past performance questionnaires submitted to the Library, information obtained from CPARs or other performance databases, and the Library’s own evaluations based on the Library’s direct experience with the offeror to form a holistic view of the offeror’s potential risks and likelihood of successful performance. In the case of an offeror for whom no information about relevant past performance is available, the offeror will not be evaluated favorably or unfavorably with regard to past performance. After all information about an offeror’s past performance has been evaluated, each offeror will be assigned one overall rating.
M.2.3 Factor 3 – Technical Approach / Staffing
Technical Approach
The Library will evaluate the offeror’s technical approach to assess the degree to which the offeror demonstrates an understanding of the work and feasibility of the proposed solution for completing each of the requirements in Section C of this solicitation and minimizes risk to the Library. As part of the Technical Approach the proposed methods of management of contractor staff performance will also be evaluated to assess the degree to which it is expected to result in timely and comprehensive execution of the requirements identified in Section C. Offerors who propose an iterative design and fabrication methodology may be rated more favorably.
Offerors who are local to the Cleveland Public Library may be evaluated more favorably than offerors who are non-local.
Offerors will be deemed to be “local” to a designated local library system if they are located within 250 miles of the Cleveland Public Library’s Main Library Branch. Offerors who propose a partially local team (via subcontracting or teaming agreement) will be evaluated, in part, on the degree to which their team is local.
The Library will evaluate the degree to which the offeror demonstrates an approach which will produce an exhibit design during the performance of CLINs 1 through 3 which can be implemented at the offeror’s proposed price for CLINs 3 through 7.
Offerors who propose solutions which beneficially exceed the requirements defined in Section C will be evaluated more favorably than offerors who merely meet those requirements.
Staffing
The Library will evaluate the proposed staffing, organizational and management structure to assess the Offeror’s ability to provide quality control and perform the services identified in Section C of the solicitation. The Library will evaluate skill sets of the proposed staffing plan for likelihood of success in successfully performing the Statement of Work requirements.
M.2.4 Factor 4 – Price
The Library will add the proposed prices for each of the line items in section B to establish the total evaluated price. The Library will assess the reasonableness of the proposed pricing for each of the line items identified in section B as well as the reasonableness of the total price of the proposal.
The Library will evaluate the degree to which the offeror’s price proposal appropriately balances the pricing of the planning and design phases (CLINs 1 - 3) and the production and deployment phases (CLINs 4 – 7).
Offerors who exceed the Library’s firm-fixed price of $394,100.00 may be deemed non-responsive and ineligible for award.
M.3 Teaming / Subcontractor Agreements
Offerors will not be evaluated favorably or unfavorably based on whether they have chosen to subcontract or enter a teaming agreement. However, failure to provide an agreement for an entity which the offeror has included in their past performance volume, experience volume, or staffing plan will result in the cited effort not being considered in the evaluation and may result in the offeror’s proposal being deemed non-responsive to the solicitation and ineligible for award.
M.4 Award on Initial Responses
The government may select the best-suited contractor from initial proposals, after evaluating proposals on all evaluation factors, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions in response to this solicitation.
M.5 Exchanges with Best-Suited Offeror
This is a simplified acquisition under FAR part 13.
Once the government determines the offeror that is the best-suited (i.e., the apparent successful offeror), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a contract with that offeror. These issues may include price and non-price elements.
If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with multiple offerors.
