About this file

This document is an Attachment J5 Questions and Answers file for a federal contract opportunity (Solicitation Number 030ADV25R0028) related to National Library Service (NLS) labels. The Q&A addresses critical details about label production, including specifications for cartridge and container labels that will be used by the NLS for the Blind and Print Disabled. Key details include requirements for label customization, with each cartridge label to be customized with the specific book/magazine title, while return address labels will be standardized for each network library. Technical specifications cover label materials (54# semi-gloss paper face stock, specific adhesive type), braille embossing (only required on cartridge labels), and barcode acquisition (contractors must obtain multi-digit barcodes from USPS).

The Q&A clarifies several important procurement aspects, such as shipment destinations (network libraries only), label stock type (label stock, not cardstock), and bidding terms (all offerors will be treated equally without organizational preference). Vendors must reference Attachment J2 for dimensional drawings and label samples, and Section C for detailed requirements. The solicitation requires five sample labels for cartridge, print return, and container labels, with sample submissions due by 05/05/2025. The Library of Congress will evaluate proposals to determine the best value for the government, with proposal submissions required by 04/21/2025 at 12:00 PM Eastern Time.
