SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

L.1 LC52.215-1 PROPOSAL SUBMISSION INSTRUCTIONS - BEST VALUE TRADE-OFF (JUL

2016) L1. General Instructions to Offerors This section discusses general proposal submission instructions, proposal requirements, and information regarding the formatting of proposals.

L2. Proposal Submission and Test Sample Delivery Instructions Businesses shall submit their proposals to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov and to Brenda Kinlay, Contract Specialist, at bkinlay@loc.gov. Proposals are due no later than the closing date listed in Block 8 on the first page of this solicitation. At the Library's discretion, proposals received after the proposal response due date and time may not receive further consideration. Offeror must not submit zipped files. The email containing the proposal must have the RFP number in the subject line (030ADV25R0028). The total maximum file size of all attached files cannot exceed 20MB due to restrictions on the LOC’s email system. If needed, businesses may submit multiple emails and ensure they are clearly identified (for instance: email 1 of 5; email 2 of 5, etc.).

The proposals must include the solicitation number, business name, mailing address, telephone number, and SAM.gov UEI number. The proposal must provide the name of Offeror’s point of contact/contract administrator and their email address and phone number.

L3. Questions Businesses shall submit their questions regarding this work to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov as well as to the Contract Specialist at bkinlay@loc.gov. Questions are due no later than 04/08/2025 04/16/2025 at 12:00 PM, Eastern Time. It is the Library’s intention to provide an award without engaging in discussions/clarifications if possible, so questions regarding all aspects are highly encouraged. All questions and answers shall be provided to all potential businesses as an amendment to this solicitation, but all Offeror names will not be provided in the attachment.

The Questions and Answers document will be posted at the same location at this solicitation.

The Library reserves the right not to answer questions received after the Question due date; however, it also reserves the right to answer questions received after this date at the Library’s discretion. Late questions must be substantive, pertinent to the solicitation, and must not duplicate questions already answered in the Q&A responses document.

L4. Proposal Contents:

Offeror shall provide a proposal that meets the solicitation requirements.

L.4.1 Sample Labels The Offeror must provide an electronic and a hardcopy label sample for each label and adhesive required by the solicitation. Also see Attachment J2 – Appendices for examples of each type of label. All sample labels must be received by close of business (EST) on 05/05/2025 05/13/2025. Electronic label samples shall be submitted via email to jzwa@loc.gov and bkinlay@loc.gov. Sample labels are a solicitation requirement. If the Offeror fails to submit samples as part of their proposal, the Offeror may not receive further consideration at the Library’s discretion. Submitted samples will not be returned to offeror, nor shall offeror be compensated in any way for submission of this proposal requirement.

030ADV25R0028 0001 Section L

Hardcopies of samples shall be submitted to the following address:

Attn: Beatriz Haspo Library of Congress National Library Service for the Blind and Print Disabled Processing and Receiving Unit (LA-G18) 101 Independence Ave., S.E. (mail stop #4960) Washington, D.C. 20540-4960

L.4.2 Technical narrative:

Offeror shall produce a narrative document outlining, at minimum, the following:

1. Description of the business background and type(s) of customers served.

2. Average volume of labels and boxes shipped per year.

3. Brief description of Offerors’ approach to providing the services, including Offeror’s approach to producing printed and embossed Braille labels, shipping, and quality control procedures.

The narrative response is limited to ten pages.

L.4.3 Past Performance Offeror shall provide a maximum of three relevant past performance references for contracts of a similar nature and scope, executed by the Offeror. Past contracts should be listed in the order of their importance and similarity to the Library's requirement. Examples may be for the prime or subcontractors; however, at least one shall concern the relevant past performance of the prime. The information must be clear as to whether the work was done by the prime contractor or a subcontractor. The past performance references shall be submitted via the past performance questionnaire (see Attachment J4).

The questionnaire shall be completed by the agency or company which contracted with the Offeror. It must be sent by email from the agency or company who completed the questionnaire to the Contracting Officer and Contract Specialist before the close of the solicitation. Past performance questionnaires received directly from the Offeror shall not be accepted. It is not the Library’s responsibility to correct misinformation or clarify ambiguities in the past performance references.

L.4.4. Price Offeror shall complete Attachment J3 – Price Schedule with offeror’s unit prices for the IDIQ. Offeror may revise the price schedule if Offeror wishes to provide discounted tiered pricing.
