SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Cartridges and Container Labeling Contract
2025-NLS-0079
C.1. OVERVIEW / BACKGROUND
The Library of Congress (Library) National Library Service for the Blind and Print Disabled (NLS), requires contractor support to provide printed labels for cartridges, return labels for cartridge containers and labels for shipping boxes containing cartridges and cartridges containers. The cartridge labels require print and Braille.
NLS provides a complimentary Braille and talking book library service for individuals experiencing temporary or permanent low vision, blindness, or physical, perceptual, or reading disabilities hindering the use of standard print materials. Operating through a nationwide network of cooperating libraries, the NLS distributes books and magazines in Braille or audio formats, available for instant download to personal devices or built-in audio players that are loaned free of charge to NLS patrons. NLS Patrons use an NLS reading application sent by mail, at no cost, to approximately 96 Network Libraries distributed in the United States and Puerto Rico. The Network Libraries distribute the information to the patrons. Until now, NLS has produced the cartridges labels in house and mailed them directly to the Network Libraries. The NLS anticipates the need for a minimum of 150,000 sets per year. The NLS anticipates a maximum number of 2 million sets within the total of five-year contract period.
The Library requires a contractor to produce labels for cartridges, which contain recorded books, magazines and other materials, and for containers. The labels must be printed according to NLS specifications described in this solicitation and in the attachments. The contractor shall ship the cartridges in the cartridge containers, using shipping boxes, to the Network Libraries in the United States via USPS Free Matter for the Blind following USPS specifications.
The USPS Free Matter for the Blind is a special mailing service created on March 2, 1899, by an act of Congress, regulating “the postage on letters written by the blind”. This piece of legislation was the first such postal law benefiting blind persons in the United States. Each year Congress appropriates funds to the USPS to cover the mailing cost of “Free Matter for the Blind or Other Physically Handicapped Persons (FMFB). Additional information about the USPS Free Matter for the Blind can be found in section 3.2.

3.2.4 The contractor shall ship the contractor produced labels to the network libraries to each network library, at a minimum of twice a year, based on network libraries’ needs. To ensure that the network libraries’ needs are met, the contractor may be required to provide additional orders for labels more frequently than twice a year throughout the period of performance of each order. Depending on the value of such orders, these orders may be placed by any authorized NLS government purchase card holder. The Library may place more task orders, or modifications to existing orders may be executed.
3.2.5 The contractor shall provide ongoing coordination services throughout the period of performance of the contract.
On an ongoing basis, the contractor shall interface with the network libraries. The contractor shall review the information received from the network libraries for accuracy. The NLS COR shall be included on any correspondence/communication between the contractor and network libraries.

Reading materials produced by the National Library Service for the Blind and Print Disabled (NLS), at the Library of Congress, are sent to and returned by eligible readers using Free Matter mailing. Blind and physically handicapped individuals and other organizations serving blind and physically handicapped clients also use the Free Matter mailing privilege. The contractor shall ship the boxes containing cartridges labels and cartridge containers labels to the NLS’s 96 Network Libraries using USPS Free Matter for the Blind.
For more information, see the following link:
https://www.loc.gov/nls/who-we-are/laws-regulations/free-matter-blind-physically-handicapped-persons-mailing/

The contractor shall provide coordination services. The coordination services shall include, but are not limited to, the following:
At a minimum of twice a year, the contractor shall coordinate with 96 network libraries across the United States to determine each library’s labeling needs. The contractor shall report the final network library labeling needs to the NLS COR. After receipt of the contractor-provided labeling information, the NLS COR will verify that the labeling requirements are accurate. The contractor shall coordinate with representatives of the USPS to verify that each network library’s label template meets the USPS requirements. Following receipt of NLS’s confirmation that the labeling needs are accurate, the contractor shall produce the three types of labels described in 3.1.a – 3.1.c. The contractor shall then ship each network library’s required labels, separately, to the specific network library. The Library anticipates that a minimum of two orders of labels will be required each year; however, in order to ensure that the network libraries’ needs are met, the contractor shall continue to coordinate with the network libraries to ship additional boxes of labels to the libraries as needed. The contractor shall coordinate with the network libraries, throughout the period of performance, to resolve any issues that may arise.

The Production Authorization Record (PAR) and the Digital Talking Book (DTB) Package File are the official source documents for all labeling and packaging information. The PAR is a set of official source documents that authorizes the production of labels in accordance with specifications. It serves as the approved source for label content, including spelling, punctuation, capitalization, and special characters. The DTB is a piece of hardware utilized by NLS patrons to play audiobooks and magazines on cartridges. (For label to be affixed to cartridges please see the attached specs at J1).
The contractor shall produce Braille in full conformance with the currently applicable codes set forth by the Braille Authority of North America (BANA). The contractor shall convert all characters of the source text into lower case prior to translating into Braille. Unless otherwise specified by NLS, contractors must reproduce the spelling, punctuation, and capitalization shown on the PAR, including special characters and diacritical marks, for all printed text in the Roman alphabet. If data is provided in the label, the contractor shall provide it in both the text and Braille labels precisely as provided.
