SECTION M - EVALUATION FACTORS FOR AWARD
M.1 LC52.215-4 EVALUATION – LOW PRICE TECHNICALLY ACCEPTABLE (JUL 2016)
M.1.1 Evaluation Information
The Library intends to award a contract resulting from this solicitation to the responsible offeror that provides a technically acceptable proposal at the lowest price.
Technical acceptability is defined as the ability to provide the items required by the Library in the Statement of Work (Section C).
(a) The Library will evaluate the two (2) lowest priced quotes for technical acceptability of goods and services for conformity with the specifications and requirements identified in the solicitation. The Library will only evaluate additional quotes as required in the event those quotes are unacceptable.
Once the government determines the contractor that is best-suited (i.e., the apparent successful contractor), the government reserves the right to communicate with that contractor to address any remaining issues, if, necessary, and finalize a contract with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent, at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.
(b) The Library may contact the original equipment manufacturer (OEM) to verify that the reseller is authorized to provide the goods and/or services identified in the solicitation.
(c) The Library will establish the total evaluated price by adding the total price for each deliverable in Attachment J-1.
