STATEMENT OF WORK (SOW)
Background The Office of the Chief Operating Officer (OCOO) supports the Deputy Librarian by managing and administering the Library’s infrastructure functions and daily operations.
Space Utilization Planning & Design (SUPD) is responsible for the design and construction of all interior renovation projects in the Library of Congress' (The Library) facilities. In conjunction with the Architect of the Capitol (AOC), SUPD is responsible for the construction, administration, and coordination of facility-related projects comprised of public spaces, common areas, or key components of the Library’s physical infrastructure.
The scope of this project includes:
Scope of Work The Contractor shall provide start up services to pick-up, transport, receive, setup, and track the Library’s contractor stored furniture and finish inventory in a web-based asset tracking, reservation, and management system. The size of the inventory will be confirmed at the time of the award but will not exceed 12,000 square feet, approximately 500 pallets and 4,250 individually tracked pieces.
Performance Requirements The contractor shall design and document a plan to perform the following work per the specifications of the base contract and perform the following work:
· The Contractor shall pick-up and load the existing furniture and finish inventory from an existing warehouse located in zip code 21221 and transport the material to their warehouse for storage within 10 business days of the start of the contract.
· Upon receipt, the contractor shall inspect, asses, and report the condition of all items in the inventory.
· Using the contractors inventory tracking method and per the requirements of the base contract, the contractor shall tag all product and capture it in its web-based asset tracking system.
· The contractor shall then store the inventory
· Within 21 days of the award of the contract, the contractor shall set up and have active accounts in the web-based asset tracking system for no less than twenty Library employees. The contractor shall conduct a review of the system via teleconference with the Library employees and incorporate feedback from the team in the design of the system.
· Within 30 days of the award of the contract and upon completion of the work, the contractor shall physically inspect with the COR the segregated area in their warehouse where the Library’s inventory is stored and confirm that all product is received and accurately tracking in the web-based asset management system.
Kick-Off Meeting The Contractor shall hold a meeting with the Contracting Officers Representative (COR) to review a detailed start-up plan no later than 9/23/24, to confirm the anticipated delivery dates, and to identify when start-up will be completed.
Period of Performance The period of performance for the Inventory Management & Demand Work Order Services IDIQ is: 30 days beginning on 9/23/24 through 10/23/24. All work must be scheduled to be completed within this timeframe and per the schedule outlined in the kick-off meeting. Any modifications or extensions will be requested through LOC Contracting Officers.
POC: Contracting Officer’s Representative (COR) The Library’s Space Utilization Planning and Design (SUPD) team is responsible for the overall success of a planned renovation project and the day-to-day coordination with project stakeholders and vendors. SUPD develops and maintains the project schedule and ensures the work performed meets compliance standards.
