STATEMENT OF WORK (SOW)

1. Background The Office of the Chief Operating Officer (OCOO) supports the Deputy Librarian by managing and administering the Library’s infrastructure functions and daily operations.

Space Utilization Planning & Design (SUPD) is responsible for the design and construction of all interior renovation projects in the Library of Congress' (The Library) facilities. In conjunction with the Architect of the Capitol (AOC), SUPD is responsible for the construction, administration, and coordination of facility-related projects comprised of public spaces, common areas, or key components of the Library’s physical infrastructure.

2. Scope of Work The Contractor shall provide Inventory Management Services as described in IDIQ contract TBD from September 23, 2024 to September 22, 2025.

3. Performance Requirements The Contractor shall furnish all space with labor, supplies, and materials for furniture and furnishings (F&F) protection, services and in formation as necessary to perform the requirements described below.

· Warehousing of Furniture and Flooring (F&F) at the Contractor’s Off-Site Facility

· Inventory Assessment

· F&F product storage

· Receiving of F&F Product

· Material Handling Protection & Staging

· Automated Inventory Control

· Web-based asset tracking, reservation, and management services and automated inventory control

Specifically, the Contractor shall provide the following units to support Inventory Management Services during the Base Year:

4. Kick-Off Meeting The Contractor shall hold a meeting with the Contracting Officers Representative (COR) to review a detailed project plan no later than 9/23/24, to confirm the anticipated delivery dates, and to identify the date the product will be ordered.

5. Period of Performance The period of performance for the TO2 Annual Inventory Services is: 365 days beginning on 9/23/24 through 9/22/25. All work must be scheduled to be completed within this timeframe and per the schedule outlined in the kick-off meeting. Any modifications or extensions will be requested through LOC Contracting Officers. All punch list items must be performed per the direction of the base IDIQ contract.

6. POC: Contracting Officer’s Representative (COR) The Library’s Space Utilization Planning and Design (SUPD) team is responsible for the overall success of a planned renovation project and the day-to-day coordination with project stakeholders and vendors. SUPD develops and maintains the project schedule and ensures the work performed meets compliance standards.
