STATEMENT OF WORK (SOW)

1. Background

1.1 Service Unit Background

The Office of the Chief Operating Officer (OCOO) supports the Deputy Librarian by managing and administering the Library’s infrastructure functions and daily operations.

1.2 Project Description

The scope of this project includes:

Space Utilization Planning & Design (SUPD) is responsible for the design and construction of all interior renovation projects in the Library of Congress' (The Library) facilities. In conjunction with the Architect of the Capitol (AOC), SUPD is responsible for the construction, administration, and coordination of facility-related projects comprised of public spaces, common areas, or key components of the Library’s physical infrastructure.

2. Scope of Work

The Contractor shall provide routine service days for Demand Work Orders (DWOs) support services.

3. Performance Requirements for routine day of DWO including a delivery truck The Contractor shall provide a team comprised of personnel such as a Lead Installer, Installer, Mover, Driver, and Straight Truck as necessary to deliver, dismantle, install, reconfigure, move, and repair of furniture in response to DWOs on site at Library of Congress’s buildings. The Library’s buildings include the James Madison Memorial Building (2,034,443 SF), the John Adams Building (1,043,193 SF), the Thomas Jefferson Building (1,064,859 SF), the, the Taylor Street Annex (87,300 SF), St Cecelia’s Special Facility (44,000 SF), Ft. Meade Book Storage Modules (208,535 SF), the Cabin Branch Facility (146,121 SF), and the National Audio-Visual Conservation Center (NAVCC) in Culpepper VA (346,500 SF). The Contractor shall complete on-site work addressing DWOs as provided by the Contracting Officer’s Representative (COR) and agreed to by the Contractor prior to the start of work.

The Contractor’s on-site personnel shall tear down, sort, separate itemized parts and pieces, inventory, stage and reinstall new and existing furniture product. Staging locations will be discussed and presented to the Contractor prior to work start date as described below.

Issuance and Process for Service Requests:

The Contractor shall assess the service request and verify that the work can be completed within the same day. The Library anticipates submitting their list of service requests to the Contractor no less than 2 business days prior to the required performance. The Contractor will assess the request and notify the Library of any issues no later than 1 business day after receipt. The Contractor will provide a summary of the work completed no later than 4:00 PM EST on the day of performance. The Contractor must not start a furniture reconfiguration/install and leave it uncompleted.

All furniture shall be staged to support an efficient furniture installation. Staging locations will be discussed and presented to the Contractor prior to the delivery date. Contractor is responsible for ensuring that a code compliant path of travel is maintained for the duration of staging and installation.

All deliveries to the Capitol Hill campus; which includes the Jefferson, Adams, and Madison buildings; shall comply with the regulations outlined in LC52.211-2 Deliveries to the Library of Congress, Capitol Hill Campus.

Performance Requirements for Box Truck (24’) & Driver The Contractor shall provide a team comprised of personnel such as Driver and Straight Truck as necessary to deliver and pickup furniture in response to DWOs on site at Library of Congress’s buildings. The Library’s buildings include the James Madison Memorial Building (2,034,443 SF), the John Adams Building (1,043,193 SF), the Thomas Jefferson Building (1,064,859 SF), the, the Taylor Street Annex (87,300 SF), St Cecelia’s Special Facility (44,000 SF), Ft. Meade Book Storage Modules (208,535 SF)), the Cabin Branch Facility (146,121 SF), , and the National Audio-Visual Conservation Center (NAVCC) in Culpepper VA (346,500 SF). Meade Book Storage Modules (208,535 SF), the Cabin Branch Facility (146,121 SF), and the National Audio-Visual Conservation Center (NAVCC) in Culpepper VA (346,500 SF). 7. Hours of Operation All deliveries and installation services shall occur during the following hours:

8. Kick-Off Meeting The Contractor shall hold a meeting with the Contracting Officers Representative (COR) to review a detailed project plan no later than 08/23/2024, to confirm the anticipated delivery dates, and to identify the date the product will be ordered.

9. Period of Performance The period of performance for the Annual DWO Services is: 365 days beginning on 09/23/2024 through 09/22/2025. All work must be scheduled to complete within this timeframe and per the schedule outlined in the kick-off meeting. Any modifications or extensions will be requested through LOC Contracting Officers. All punch list items must be performed per the direction of the base IDIQ contract.

10. POC: Contracting Officer’s Representative (COR) The Library’s Space Utilization Planning and Design (SUPD) team is responsible for the overall success of a planned renovation project and the day-to-day coordination with project stakeholders and vendors. SUPD develops and maintains the project schedule and ensures the work performed meets compliance standards.
