About this file

This document contains questions and answers regarding solicitation number 030ADV24R0015 for micrographic duplication and processing services. The Library of Congress Preservation Services Division seeks a contractor to provide duplicated copies of approximately 700 sheets of 105-millimeter microfiche, 5,000 reels of microfilm, and processing of around 500 feet of exposed 35-millimeter microfilm. The majority of materials, an estimated 65%, will be print masters requiring duplication, with the remainder being archival masters. Duplicated microforms and processed film will be returned to the Library on scheduled bi-monthly pickups or on demand, without utilizing a courier service. Shipping costs shall not be included in unit prices for processing or duplication and will be billed at actual cost if applicable. The services are needed to preserve at-risk materials in the Library's collections and ensure continued access.

Questions and Answers (030ADV24R0015) Micrographic Duplication and Processing

Q1: Can the Library provide additional information on the frequency and consistency of shipments of film to be duplicated (i.e monthly, bi-monthly, on-demand)? If not, as this is an IDIQ without firm order schedules or numbers, can the prices per item be changed to not include shipping/pickup costs?

Without the set guidelines provided in an RFP, we worry having to account for any possible scenario in the individual price per reel will make those costs too inflated.

A1: Reels sent for duplication will be sent bi-monthly including any processing that is ready to be shipped. Some processing film will be shipped on demand.

Q2: Similarly, section C.3.2.3 under PROCESSING it states that film will be processed within 5 days and shipped back to the Library. Can you confirm if the Library needs the shipping costs to be wrapped up in the processing price, and if so, how many shipments does the Library estimate?

A2: Shipping cost shall not be included in the unit price for processing. Shipping cost, if any, shall be billed at the exact amount of the shipping cost including insurance. No escalation in shipping cost will be accepted. Shipping may be included in individual orders or paid with a government purchase card.

Q3: In C.3.1 Duplication of microforms it states they must be returned within 30 days after receipt. When completed, can duplicate microfilms be shipped with a trackable courier?

A3: Duplicates can be returned on the next pickup, no courier.

Q4: Can the Library provide a breakdown on the generation of film that mostly will be used to make duplicates? Will the Library be sending mostly archive masters (that the contractor will need to be picked up in person) or duplicates (to make additional duplicates) that the Library will send to the contractor?

A4: The Library will send majority print masters (second generations) unless there is no print master in our collection. It also depends on the request, or replacement needed. The breakdown estimate is 65% print master (second generation) and 35% archival master (first generation)
