SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
C.1. OVERVIEW/ BACKGROUND. The Library of Congress (Library) Preservation Services Division (PSD) is responsible for providing continued access to at risk materials in microform format, which includes microfilm and microfiche. Some of the Microfilm includes monographs, serials, and other printed works. PSD is seeking a Contractor that can provide duplicated copies of microforms and provide microfilm processing of exposed film. These duplication and processing services will ensure that the Library’s collections are in a stable, archival-quality state, available for researchers, digitization, and additional replication services as applicable. This services provided in this contract will be performed on 35-millimeter raw microfilm and 105-millimeter microfiche.
With some of the existing raw 35-millimeter microfilm in a damaged or fragile state, and approximately 500 feet of raw microfilm to process, this is a critical component of the requirement and the work of PSD as a whole. While PSD is capable of providing some onsite printing of exposed microfilm to ensure that little to no collection materials are lost to degradation, there is limited capacity to meet the full extent of the need. In addition to the microfilm mentioned above, a selection of approximately 700 sheets of 105-millimeter microfiche and 5,000 reels of microfilm will be duplicated under this contract.
PSD provides the Library’s Custodial Divisions, which house the reading rooms, collections and archival materials, with replacement service copy reels to fill their collections in the reading rooms. PSD does limited onsite printing exposed microfilm and requires processing of exposed microfilm to create print master (2nd generation) and service copies (3rd generation) in fulfillment of the Library’s goal of preserving and expanding access to the collections for all.
C.2. SCOPE.
The Contractor shall provide duplication and processing services for microform copies that can consist of any of the three generations of film (archival master, print master, and a service copy), in accordance with industry technical, editorial, and bibliographic standards using Silver-Gelatin (or Silver-Halide) film.
C.3. REQUIREMENTS
The Contractor shall perform and provide the following services:
C.3.1. Microform Duplication Requirements The Contractor shall duplicate microforms to create new microforms meeting the established standards in Section C.5.
Some film and fiche to be duplicated may be fragile or damaged. Some film and fiche may be acetate or polyester base.
Duplication of microforms must be returned within 30 days after receipt. The Library will conduct a random sampling of the deliverables to ensure compliance with the standards of the requirement. The COR will provide acceptance or feedback on issues to be remediated by the Contractor before acceptance within 30 days. The Contractor shall have 30 days to resolve outstanding issues and resubmit for inspection and acceptance.
3.1.1. Duplication
1. The duplication of microforms may include one or all of the three generations of film and sheets for, archival master, print master and positive copy microforms. This will be identified at the order level. For this contract, the three generations of film are defined as:
a. Archival Master Negative, hereafter Archival Master (first generation) is a negative image produced directly from the original format materials. This archival master is used to produce a positive or negative duplicate.
b. Print Master Negative, hereafter Print Master (second generation) is a duplicate negative used to generate positive service copies.
c. Positive Copy, hereafter Positive Service Copy (third generation) is a positive film created from the archival or print master.
2. The Contractor shall duplicate microforms to create new microforms meeting the standards (see standards in section C.5.1. and C.5.2.). Some film to be duplicated may be fragile or damaged. Some film may be acetate or polyester base.
3. In some instances, archival masters and/or print masters may be sent to a contractor in between pickups. If a scheduled pickup is occurring within the same week shipped items are received, the contractor may return processed masters with the next returning delivery. If the contractor returns the shipped items in a separate delivery, this shall be at no additional cost to the Library. The contractor shall confirm receipt and return scheduling of these archival and/or print masters with the COR. All archival masters picked up from the Library of Congress shall only be picked up via the contractor’s vehicle only (no mail shipping).
4. All microforms requiring duplication shall be picked up from and returned to the Library facilities by the Contractor. See C.3.4.

2. For security of materials, no materials should be transported for more than an 8-hour drive (approximately 350 driving miles) from the Library. Transport personnel must always be with the transported materials during transport until transfer to the Library or the location where the work is being performed.

a. Safety of Customer Materials
The Contractor shall take all reasonable precautions to safeguard all Library-furnished materials and return such material to the Library in the same or better condition with the completion of each task order. The Contractor shall be responsible for the safekeeping of all Library materials while in its facilities, and during transit to or from the Contractor facility. The Contractor shall safeguard Library material against theft, vandalism, fire, flood, rodent and insect infestation, and other hazards. Library materials shall be handled only by the Contractor’s employees, and only in connection with work authorized under the task order.
