About this file
This is a Schedule of Prices Worksheet for the Paul Todd Abandoned Mine Land Reclamation Project, prepared for the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality. The project encompasses comprehensive site reclamation work across approximately 36 acres in Marion County, Iowa, with sealed bids due September 8, 2026 at 2:00 p.m. CDT. A pre-bid conference is scheduled for August 28, 2026 at 10:45 a.m. at the Marion County Extension Office in Knoxville, Iowa. The scope of work includes 43 line items covering mobilization, site clearing and preparation (35.8 acres), off-site waste disposal (50 tons), excavation (351,000 cubic yards), construction of terraces (6,300 linear feet), installation of various drainage pipe materials totaling approximately 1,900 linear feet, placement of riprap and stone filters, soil amendments including agricultural lime (1,155.5 tons) and nitrogen fertilizer, field fence installation (1,442 linear feet combined), seedbed preparation (34.1 acres), and permanent seeding of native and wetland mixes (34.1 acres). Work must commence within fourteen days of Notice-to-Proceed and be completed by December 31, 2027.
Bidders must submit pricing for all 43 line items on the Schedule of Prices Worksheet, with unit prices calculated according to IMPACS requirements, which specify that fractional quantities must be entered as lump sum amounts. Bid security equal to 10% of the total bid amount is required. The estimated project cost ranges between $1.2 million and $1.3 million. Bids are submitted electronically through the Iowa Management of Procurement and Contracts System (IMPACS), and bidders must also complete a Bond Form and Targeted Small Business Enterprise Reporting Form. The project is subject to Davis-Bacon Wage Requirements. Plans and specifications are available through the IDALS website, prepared by Shive-Hattery, Inc. Written technical questions are due by September 2, 2026, and should be directed to Michael Otten, P.E., at Shive-Hattery, Inc., or Matt McDonald, Project Coordinator, at the Iowa Department of Agriculture and Land Stewardship.

BID NO. IA-343 PROPOSAL AND SCHEDULE OF PRICES – WORKSHEET
C-1
SCHEDULE OF PRICES WORKSHEET
(ENTER AMOUNTS IN IMPACS)
“IMPACS does not recognize fractional or decimal quantities less than one (1). Unit prices for fractional quantities shall be entered as one (1) lump sum as the bid price to perform the required work. For example, a work item may require a unit price equal to $1000/acre, but if work item involves only three-tenths (0.3) of one acre, then the lump sum bid entered on IMPACS would be $300 for that work item.”
