This is a Solicitation/Contract for Commercial Products and Commercial Services (SF 1449) issued by NASA Ames Research Center for commercial aviation services.
The solicitation seeks commercial aviation services to support the Snow4Flow Earth Venture Suborbital-4 (EVS-4) mission, a NASA airborne mission to improve interpretation of changes in Northern Hemisphere glaciers. The contract is structured as an indefinite-quantity, firm fixed-price agreement with a contract maximum of $9,000,000 and a guaranteed minimum of $75,000 to be satisfied by Task Order 0001 at contract award. The ordering period extends from August 31, 2026 through August 30, 2030, with the overall period of performance ending June 30, 2031. All services required per Attachment J-1 are included, encompassing aircraft hourly services, aircraft daily services (at-base and deployed), and other direct costs including fuel, per diem, travel, shop fees, and engineering/fabrication/certification support. The contract utilizes a task ordering procedure whereby only the Contracting Officer at NASA Ames Research Center, Research Centers Office of Procurement (Code SG), may issue task orders. Task orders are subject to maximum order limitations of $4,500,000 per single item or combination of items, with a 30-day window restriction on series orders from the same office.
Offers are due by August 24, 2026 at 5:00 PM PT and must be submitted electronically to joshua.d.taggart@nasa.gov. Offerors must submit a two-volume offer consisting of: Volume 1 – Technical (capability statement not exceeding 15 pages demonstrating the ski-equipped aircraft proposed, instrument integration approach, and Arctic airborne survey experience with current air operator certificate), and Volume 2 – Price (completed Attachment J-3 Pricing Tables and Task Order 0001 Attachment 3 Payment Milestone Schedule with firm-fixed rates). Award will be made to the lowest-priced, technically acceptable offer from a responsible offeror with no tradeoffs allowed. The contract is unrestricted (not set aside for small business) and is unclassified. The solicitation incorporates standard FAR clauses including provisions for commercial products/services, indefinite quantity contracts, ordering procedures, security requirements for IT resources, and various certifications. Payment will be made electronically per invoicing instructions in each task order, with invoices identifying contract number, task order number, and completed milestones according to the applicable task order payment schedule.
