About this file

This is a Request for Proposal (RFP) issued by NASA Ames Research Center for Commercial Aviation Services—Airborne Science Support on an Indefinite Delivery Indefinite Quantity (IDIQ) contract basis. NASA seeks a single contractor to provide a ski-equipped survey aircraft configured for science operations, including flight crew, maintenance, and insurance. The contractor must support integration, operation, and deintegration of the university-owned Snow4Flow instrument suite and provide check, transit, and science flight operations for Arctic geophysical survey campaigns scheduled for 2027 through 2029. This is a full and open competition under NAICS code 481219 with a small business size standard of $25.0 million.

The contract will be Firm-Fixed-Price (FFP) with a four-year effective ordering period plus a six-month option to extend. The maximum ordering value is $9,000,000, with a guaranteed minimum of $75,000 satisfied by Task Order 0001 at contract award. The anticipated contract award date is August 31, 2026, with the same date as the contract effective date. Performance occurs offsite at the contractor's facilities and deployed Arctic locations specified in individual task orders. Proposals are due August 14, 2026, at 5:00 PM Pacific Time and must be submitted by email to joshua.d.taggart@nasa.gov. Proposals must include two volumes: Volume 1 (technical capability statement not exceeding 15 pages) and Volume 2 (completed Attachment J-6 pricing tables including Task Order 0001 pricing and Attachment J-2 payment milestone schedule in Microsoft Excel format with working formulas). Offerors must be registered in the System for Award Management (SAM) with a matching Commercial and Government Entity (CAGE) code at time of offer. Award will be made on a lowest-priced, technically acceptable basis without discussions. Questions must be submitted by August 7, 2026.

SUBJECT: Request for Proposal (RFP), Solicitation No. 80ARC026R0007, for Commercial Aviation Services

— Airborne Science Support IDIQ, Snow4Flow Earth Venture Suborbital-4 (EVS-4) Mission

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Ames Research Center's Commercial Aviation Services — Airborne Science Support IDIQ (Snow4Flow EVS-4) solicitation. The principal purpose of this requirement is to provide a ski-equipped survey aircraft in a science configuration with flight crew, maintenance, and insurance; support for integration, operation, and deintegration of the university-owned Snow4Flow instrument suite; and check, transit, and science flight operations for Arctic geophysical survey campaigns planned in the 2027 through 2029 timeframe.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 481219 and the small business size standard is $25.0 million.

This competitive acquisition will result in a single-award Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue FFP task orders. The contract will have an effective ordering period of four years from the contract effective date, plus a six-month option to extend services under FAR 52.217-8. The maximum ordering value is $9,000,000; the guaranteed minimum of $75,000.00 will be satisfied by issuance of Task Order 0001 at contract award.

The anticipated contract award date is August 31, 2026, with an August 31, 2026 contract effective date. The contract will be performed offsite at the Contractor's facilities and at deployed Arctic operating locations specified in individual task orders; no performance occurs at a NASA installation.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements are summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms, conditions, and provisions take precedence:

1. Proposals consist of two volumes per the Addendum to FAR 52.212-1 (DEVIATION): Volume 1, a technical capability statement not exceeding 15 pages; and Volume 2, the completed Attachment J-6, Pricing Tables (including the TO 0001 Pricing sheet), and the completed Attachment J-2, Payment Milestone Schedule.

2. Offerors are required to be registered in the System for Award Management (SAM) at the time of offer and to have a Commercial and Government Entity (CAGE) or NATO CAGE code that matches the corporate address submitted with the proposal. FAR 52.212-3 and FAR 52.212-5 are Reserved under the Revolutionary FAR Overhaul class deviations and do not apply to this solicitation; representations and certifications are completed in SAM and incorporated by paragraph (u) of FAR 52.212-4 (DEVIATION).

3. No Government property is provided under this contract. The Snow4Flow instrument suite is university-owned and is furnished for integration as described in Attachment J-1.

4. Foreign offerors are advised that FAR 52.229-11 and 52.229-12 (DEVIATION) apply; a valid IRS Form W-14 claiming any applicable treaty exemption must be on file before first invoice to avoid withholding under 26 U.S.C. 5000C.

Offerors are encouraged to refer to FAR provision 52.212-1, Instructions to Offerors — Commercial Products and Commercial Services (DEVIATION), which provides that the Government intends to evaluate offers and award a contract without discussions with offerors. Award will be made on a lowest-priced, technically acceptable basis as set forth in FAR 52.212-2 (DEVIATION) in the solicitation.

The pricing exhibit (Attachment J-6) is released in Microsoft Excel format. The offeror's Volume 2 must include the completed Attachment J-6 in Microsoft Excel format with working cell formulas; do not alter the structure of the tables.

Documents related to this acquisition, including this letter, the solicitation, attachments, any amendments, and updates will be attainable electronically through the Government-wide point of entry website at www.SAM.gov.

Potential offerors are requested to periodically monitor the website for updates.

This RFP does not commit NASA Ames Research Center to pay any proposal preparation costs, nor does it obligate NASA Ames Research Center to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation are due no later than August 14, 2026, at 5:00 PM Pacific Time. Proposals shall be submitted by email to the Contracting Officer at joshua.d.taggart@nasa.gov, in accordance with the Addendum to FAR 52.212-1 (DEVIATION) in the solicitation.

All questions regarding this RFP should be submitted in writing, electronically, to Joshua D. Taggart, Contracting Officer, at joshua.d.taggart@nasa.gov on or before August 7, 2026. Offerors are encouraged to submit questions as soon as possible for consideration.
